RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch;

2.                     Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch regarding implementation of the Youth Suicide Reporting and Crisis Response Pilot Program in Humboldt County for the period of June 1, 2023 through June 30, 2025;

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

4.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one (1) fully executed certified copy of the Board Order Related to this item.

DISCUSSION:

Humboldt County, California is home to approximately twenty-five thousand six hundred twenty (25,620) individuals  under eighteen (18) years of age.  Between 2019 and 2020, five percent (5%) of the youth residing in Humboldt County sought services through the Humboldt County Department of Health and Human Services - Behavioral Health (“DHHS - Behavioral Health”), and three hundred thirty-six of these individuals needed crisis services totaling five hundred seventy-three (573) crisis events.  Over half of those given treatment were between thirteen (13) to eighteen (18) years of age, and thirty-five percent (35%) were between six (6) to twelve (12) years of age. In Humboldt County, suicide is the leading cause of death for those between fifteen (15) to twenty-four (24) years of age.

In accordance with its mission to address the root causes of suicide and self-harm injuries through strong partnerships, dissemination of data and promotion of evidence-informed public health prevention strategies that create safe and healthy communities across California, the California Department of Public Health - Injury and Violence Prevention Branch has awarded grants to support counties’ efforts to plan, develop, build-upon and/or test approaches and models for rapid reporting and comprehensive crisis response to youth suicide and suicide attempts in youth under twenty-six (26) years of age.  This includes processes for establishing youth suicide and suicide attempts as locally reportable events that initiate crisis response services, supports, prevention efforts and resource connections at the local level for youth, families, schools and the community, as applicable.

The attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch will allow the Humboldt County Department of Health and Human Services - Behavioral Health to receive up to One Million Thirty-Seven Thousand Thirty-Seven Dollars ($1,037,037.00) for the purpose of implementing the Youth Suicide Reporting and Crisis Response Pilot Program in Humboldt County for the period of June 1, 2023 through June 30, 2025.  DHHS - Behavioral Health will use these funds to identify and address the gaps in existing local suicide reporting methods and accompanying crisis response efforts. In addition, some funds will be available to the Humboldt County Suicide Prevention Network for suicide prevention activities targeted directly to Humboldt County’s youth.  It should be noted that the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

The Humboldt County Suicide Prevention Network serves as the community coalition devoted to suicide prevention efforts in Humboldt County. The Humboldt County Suicide Prevention Network has recently launched several subcommittees to carry out the work the community deemed necessary during the development of the suicide section of the Humboldt County Community Health Improvement Plan. One of these subcommittees is dedicated to Youth Suicide Prevention efforts in Humboldt County.  Members of the Youth Suicide Prevention Subcommittee, and of the larger Humboldt County Suicide Prevention Network coalition, have requested a Youth Suicide Prevention Summit.  The Summit would bring prevention, intervention and postvention expertise to Humboldt County that is evidence and/or practice-based and that features local youth voices.  The Summit will be a rich learning and networking opportunity for those working with Humboldt County youth. Bringing the community together in an educational summit will remind us all that we are a community that prioritizes keeping our youth safe from suicide and self-harm, and that none of us are alone in this work.

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch regarding implementation of the Youth Suicide Reporting and Crisis Response Pilot Program in Humboldt County for the period of June 1, 2023 through June 30, 2025.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other agreements, certifications, attestations and documents directly associated with, the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of needed suicide prevention activities in Humboldt County.

The attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch will allow DHHS - Behavioral Health and DHHS - Public Health to receive up to One Million Thirty-Seven Thousand Thirty-Seven Dollars ($1,037,037.00) during the period of June 1, 2023 through June 30, 2025.  Expenditure appropriations, including personnel costs, educational materials and travel and Youth Suicide Prevention Summit expenses, have been included in approved fiscal year 2022-2023 budgets for DHHS - Behavioral Health budget unit 1170-424 and DHHS - Public Health budget unit 1175-454.  Approval of the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch will not impact the Humboldt County General Fund.

 

STAFFING IMPACT:

Approval of the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch will support DHHS - Behavioral Health staff working in the Children’s Mobile Response Team and a DHHS - Public Health Education Specialist position.  No new position allocations are requested.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch regarding implementation of the Youth Suicide Reporting and Crisis Response Pilot Program in Humboldt County.  However, this alternative is not recommended as it would limit DHHS - Behavioral Health’s ability to improve suicide reporting and subsequent crisis response for children and youth residing in Humboldt County.
