RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached plans and specifications for the McKinleyville Safe Routes to School Project; and

2.                     Direct the Clerk of the Board to advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Tuesday, April 4, 2023, at 2:00 p.m.

DISCUSSION:

Humboldt County Department of Public Works (“Public Works”) received grant funding under the California Department of Transportation Active Transportation Program (“ATP”) Safe Routes to School to design and construct pedestrian and bicycle safety features near McKinleyville High School and Morris Elementary School. The project’s scope is to upgrade curb ramps and driveways to current Americans with Disabilities Act standards near both schools, provide a bicycle lane along Bates Road, install a pedestrian crossing with flashing beacons on McKinleyville Avenue, install infill sidewalk, and widen the shared-use path at Norton Creek. The non-infrastructure component of the project with the purpose to educate and encourage student use is currently under contract with Redwood Community Action Agency (RCAA).

 

On May 7, 2019, Public Works determined that the McKinleyville Safe Routes to School Project is Class 1 Categorical Exempt per CEQA Guidelines, Section 15301.

 

On Jan. 20, 2022, Public Works received funding approval for construction of the McKinleyville Safe Routes to School Project from the California Transportation Commission (“CTC”). On April 12, 2022, Public Works requested an eleven (11) month time extension for awarding the project, due to additional project requirements stemming from the Department of State Architect’s review of the plans and specifications.

 

Public Works prepared the attached plans and specifications for the project based on a topographic survey prepared by Points West Surveying Company. The work proposed in the attached plans and specifications consists of constructing a bike lane, installing new and replacing existing concrete curb ramps and driveways, installing a solar powered flashing pedestrian crossing, placing infill sidewalk, providing a concrete landing at a bus stop, constructing a welded wire wall over Norton Creek, and repairing asphalt at McKinleyville High School.

 

Accordingly, Public Works recommends that the Board of Supervisors approve the attached plans and specifications and advertise the McKinleyville Safe Routes to School Project.

 

FINANCIAL IMPACT:

There is no financial commitment until the McKinleyville Safe Routes to School Project is awarded. This project is 100% funded by California Department of Transportation’s Active Transportation Program Safe Routes to School up to the granted amount of $490,000.   Construction costs exceeding $490,000 will be the responsibility of the Humboldt County Road Fund. The engineer’s cost estimate for construction is $491,470.  

 

The additive option portion of work at McKinleyville High School is not included in the engineer’s estimate. Cost for this work is estimated to be $57,520 and will be 100% funded by the High School, if awarded.

 

Expenditure appropriations related to completion of the McKinleyville Safe Routes to School Project are included in the approved fiscal year (FY) 2022-23 and the proposed 2023-24 budget for Road-Engineering budget unit 1200-321.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Not approving the project; however, staff does not recommend this alternative since the project improves pedestrian and bicycle safety in the vicinity of McKinleyville High School and Morris Elementary School.
