RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the proposal submitted in response to Request for Proposals No. DHHS2021-03 regarding the provision of clinical support services as part of the Hepatitis C Virus Collaboration Project;

2.                     Approve the selection of Open Door Community Health Centers as the organization to provide certain specified clinical support services as part of the Hepatitis C Virus Collaboration Project;

3.                     Approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Open Door Community Health Centers regarding the provision of clinical support services as part of the Hepatis C Virus Collaboration Project in an amount not to exceed $445,845 for the period of January 1, 2022 through June 30, 2024;

4.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other documents directly associated with, the attached professional services agreement with Open Door Community Health Centers, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

5.                     Direct the Clerk of the Board to return one (1) fully executed original copy of the attached professional services agreement to the Department of Health and Human Services - Contract Unit for further processing.

DISCUSSION:

On June 2, 2020 (Item C-13), the Humboldt County Board of Supervisors approved Grant Agreement No. 19-10926 with the California Department of Public Health regarding implementation of the Hepatitis C Virus Collaboration Project in Humboldt County.  Pursuant to the terms and conditions of Grant Agreement No. 19-10926, the Humboldt County Department of Health and Human Services - Public Health (DHHS - Public Health) is required to use the allocated funding to develop and implement a public education and outreach program that is designed to raise awareness by including hepatitis C virus counseling, education and testing into existing local state-funded programs, as appropriate.

 

On August 16, 2021, DHHS - Public Health issued Request for Proposals (RFP) No. DHHS2021-03 which solicited proposals from qualified community-based organizations to provide specified clinical support services as part of the Hepatitis C Virus Collaboration Project.  DHHS - Public Health received one proposal in response to RFP No. DHHS2021-03.  After reviewing and evaluating the proposal in accordance with the applicable evaluation and selection criteria, the RFP evaluation committee decided to select Open Door Community Health Centers as the organization to provide clinical support services as part of the Hepatitis C Virus Collaboration Project. 

 

The attached professional services agreement with Open Door Community Health Centers will allow for the provision of clinical support services that are designed to minimize new hepatitis C virus infections, and maximize access to appropriate care, treatment and support for individuals who have been diagnosed with hepatitis C virus, during the period of January 1, 2022 through June 30, 2024.  It should be noted that the attached professional services agreement with Open Door Community Health Centers comes to the Board after the start date thereof due to inadvertent delays that occurred during the contract development process.

 

Accordingly, DHHS - Public Health Recommends that the Board approve, and authorize the Chair of the Board to execute, the attached professional services agreement with Open Door Community Health Centers regarding the provision of clinical support services as part of the Hepatitis C Virus Collaboration Project for the period of January 1, 2022 through June 30, 2024.  It is also recommended that the Board authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments to, and any other documents directly associated with, the attached professional services agreement with Open Door Community Health Centers, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed clinical support services.

 

FINANCIAL IMPACT:

The attached professional services agreement with Open Door Community Health Centers has a maximum amount payable of $445,845 for the period of January 1, 2022 through June 30, 2024. In no event shall the maximum amount paid under the attached professional services agreement with Open Door Community Health Centers exceed $267,507 for fiscal year (FY) 2021-2022 and $89,169 per fiscal year for FY 2022-2023 and 2023-2024.  However, in the event local, state or federal funding is reduced or eliminated, the County of Humboldt may reduce the above-referenced maximum amount payable or terminate the attached professional services agreement with Open Door Community Health Centers in its entirety. 

 

Expenditure appropriations related to the attached professional services agreement with Open Door Community Health Centers have been included in the approved FY 2021-2022 budget for DHHS - Public Health budget unit 1175-437.  Funding for the attached professional services agreement with Open Door Community Health Centers is available through Hepatitis C Virus Collaboration Project revenues received by DHHS - Public Health.  As a result, approval of the attached professional services agreement with Open Door Community Health Centers will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of service.

 

OTHER AGENCY INVOLVEMENT:                     

None

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached professional services agreement with Open Door Community Health Centers regarding the provision of clinical support services as part of the Hepatitis C Virus Collaboration Project.  However, this alternative is not recommended as it would limit DHHS - Public Health’s ability to meet the requirements of Grant Agreement No. 19-10926 with the California Department of Public Health.
