RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached Memorandum of Understanding by and between the County of Humboldt and the Open Door Community Health Centers; and

2.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee there of, to execute the attached Memorandum of Understanding by and between the County of Humboldt and Open Door Community Health Centers; and

3.                     Authorize the Department of Health and Human Services - Public Health Director, or a designee there of, to execute any and all subsequent amendments, certifications, attestations, and documents directly associated with the attached Memorandum of Understanding by and between the County of Humboldt and Open Door Community Health Centers after review and approval by County Counsel, Risk Management, and the County Administrative Office; and

4.                     Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one Certified copy of the Board Order pertaining to this item.

DISCUSSION:

Open Door Community Health Centers (ODCHC) is the largest healthcare provider in Humboldt and Del Norte counties, serving approximately 65,000 patients annually. They have 14 locations offering primary care, dental, counseling, pharmacy services, and community support offices. ODCHC is a Federally Qualified Health Center that offers comprehensive primary Human Immunodeficiency Virus (HIV) care, pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP), and hepatitis C treatment. Their stated mission is to promote social justice and human dignity through exceptional patient-centered care that improves the health and well-being of our patients, community, and staff. Core values include quality, integrity, continuous learning, equity & inclusion, joy & balance.

 

The Department of Health and Human Services (DHHS) - Public Health has a long history of working in coordination with diverse community partners with underserved populations in multiple settings. DHHS - Public Health’s relationship with Open Door’s HIV services spans over 30 plus years. Partnerships with community partners are paramount to supporting the target population's access to supportive health services providing prevention services to people who are most at risk.

 

This Memorandum of Understanding (MOU) with Open Door Community Health Centers will formalize the partnership with the county to provide referrals and linkage to care for clients in need of services from one or both agencies.

The MOU between the County of Humboldt and ODCHC has no direct financial impact.

 

STAFFING IMPACT:

The MOU between the County of Humboldt and ODCHC has no staffing impact.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board may choose not to approve the recommendations; however, it would result in a loss of services to the county.
