RECOMMENDATION(S):
Recommendation
That the Board of Supervisors approve renewal of the memoranda of understanding (MOU) between the Humboldt County Department of Agriculture and the Del Norte County Department of Agriculture to provide weights and measures inspection services; authorize the Chair to sign one original and one copy of the MOU; and return both copies of the MOU along with a Board order authorizing execution to the Agricultural Commissioner’s Office for final processing and mailing to Del Norte County. Note: A copy of the MOU will be retained and returned to the Clerk of the Board for filing.

DISCUSSION:
The Agriculture Department has provided weights & measures inspection services to Del Norte County for more than 20 years because Del Norte lacks the equipment required to test and certify commercial use large capacity scales, propane meters and certain retail petroleum dispensing devices. The previous MOU expired on June 30, 2018, so approval of a new weights and measures MOU is necessary to continue providing weighing and measuring inspection services to Del Norte County. All parties agree that past MOUs have worked well and are now requesting renewal of a new agreement for the next three (3) fiscal years beginning July 1, 2018 and continuing in full force and effect through June 30, 2021.
FINANCIAL IMPACT:
There will be no net cost to Humboldt County. The MOU with Del Norte will allocate $8,500 annually to reimburse Humboldt County for providing weights and measures inspection services. The total anticipated revenue from the MOU during fiscal years 2018-19 through 2020-21 is $25,500. Humboldt County’s Agricultural Commissioner/Sealer will submit invoices to Del Norte County for mileage, equipment, personnel and per diem expenses following completion of the requested weights and measures inspection services, based upon current rates for those services as established in the annual county fee schedule. Revenue received will be credited to Budget Unit 261, account number 1100-611-030 (Weights and Measures Services- Other Counties).
Approval of this agreement is consistent with your Board’s Strategic Priority Framework as providing weighing and measuring services to Del Norte County builds regional cooperation and provides outside funding beneficial to Humboldt County’s needs. Request for approval of this MOU has been delayed by long processing times in Del Norte County.
