RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing the acting Director of Aviation, or a designee thereof, to execute any and all documents necessary to secure and accept Grant Offer for AIP Grant No. 3-06-0010-060-2024 in the amount of $883,043.00, once received;
2. Authorize the acting Director of Aviation, or a designee thereof, to execute future amendments to AIP Grant No. 3-06-0010-060-2024, after review by County Counsel, Risk Management and the County Administrative Office;
3. Authorize the acting Director of Aviation, or a designee thereof, to execute the Professional Services Agreement with Armstrong Consultants, Inc. for ACV Reconstruct/Relocate Taxiway A Design in an amount not to exceed $903,540.00 for the period of September 10, 2024 through June 30, 2025, after review and approval by County Counsel, Risk Management and the County Administrative Office; and
4. Authorize the acting Director of Aviation, or a designee thereof, to execute any and all subsequent amendments, to the attached Professional Services Agreement with Armstrong Consultants Inc., after review and approval by County Counsel, Risk Management, and the County Administrative Office.

DISCUSSION:
California Redwood Coast-Humboldt County Airport (ACV) Taxiway (TW) A is the parallel taxiway associated with the primary Runway (RW) 14/32. In a recent Pavement Condition Index (PCI) survey, the pavement areas associated with TW A received ratings indicating that the pavement requires reconstruction in order to continue to support the current mix of aircraft traffic. Furthermore, the existing alignment of TW A only provides for a 300-foot separation between TW and RW. The current required RW/TW separation is 400-feet.
The attached professional services agreement would engage Armstrong Consultants to complete the categorical exemption and final design to reconstruct and relocate TW A. Armstrong was selected from the Prequalification List for Airport Consultants adopted by the Board on April 27, 2021. The FAA requires that airports select engineers and planners to assist with their projects, such as the reconstruction and relocation of TW A, based on qualifications. Armstrong has been assisting airports, like ACV, for nearly 50 years with said projects. The Department of Aviation selected Armstrong based on their qualifications and experience, thereby complying with the FAA requirements of doing so. Additionally, the FAA requires airports to conduct an Independent Fee Evaluation (IFE) to ensure the proposed fees for services rendered are fair and equitable. The fees of $903,540 proposed by Armstrong were within 1% of the fees that would have been charged by a like firm in their IFE analysis.
In May 2024, the Department of Aviation submitted a project application for a grant of federal funds for the above-mentioned project. The FAA has accepted, approved, and has submitted a pending grant offer with a cumulative maximum federal obligation of $883,043 as follows:

Accordingly, the Department of Aviation recommends that the Board of Supervisors adopt the attached resolution authorizing the acting Director of Aviation, or a designee thereof, to execute any and all documents necessary to secure and accept Grant Offer for AIP Grant No. 3-06-0010-060-2024 in the amount of $883,043.00. It is also recommended that the Board of Supervisors approve, and authorize, the acting Humboldt County, Director of Aviation, or a designee thereof, to execute the attached professional services agreement with Armstrong Consultants, Inc. for ACV Reconstruct/Relocate Taxiway A Design in the amount of $903,540.00 for the period of September 10, 2024 through June 30, 2025.

The attached professional services agreement with Armstrong Consultants, Inc. has a total amount payable of $903,540.00 for the period of September 10, 2024 through June 30, 2025. The project is being funded through FAA-AIP Grant No. 3-06-0010-060-2024, which provides 90.66% of the total project costs. The Department of Aviation is responsible to cover the remaining 9.34% of project costs. Total project costs are included in the adopted fiscal year 2024-2025 budget for Aviation Capital Projects budget unit 3539-170. The recommended actions will not impact the Humboldt County General Fund.

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to adopt the attached resolution authorizing the acting Director of Aviation, or designee thereof, to execute Grant Offer No. 3-06-0010-060-2024 for the above-referenced project or Professional Services Agreement with Armstrong Consultants, Inc. However, ACV TW A is in need of reconstruction and relocation to continue serving commercial service passengers, general aviation, the US Coast Guard-Sector Humboldt Bay, medical flights, and all other users of the ACV Airport. If we do not pursue FAA funding to assist with this project, the entire cost of the project would need to be borne by the County of Humboldt.
