Body
SOURCE OF FUNDING:
Edward Byrne Memorial Justice Assistance Grant (JAG), administered by the Board of State and Community Corrections (BSCC). A trust fund will be established for these funds by the Auditor-Controller’s Office and both Humboldt County Probation Department (HCPD) and the Humboldt County Sheriff’s Office (HCSO) will utilize this trust as both departments were awarded grant funding for this purpose and the grant requires that these funds be kept in a separate trust account and not co-mingled with funds intended for other purposes.
DISCUSSION:
The Board of State and Community Corrections (BSCC) made $7 million dollars in Justice Assistance Grant (JAG) funds available statewide to law enforcement agencies for the purpose of either mental health-related training or instructor training for the Standards and Training for Corrections (STC) Behavioral Health Unit. Since Humboldt County Probation does not at present, conduct local CORE training for officers, these grant funds will be used for mental health-related training.
The funds can only be used to send STC participating staff to mental health-related training within the state of California. Mental health-related training is broadly defined to include single classes or multiple class courses of training that include content such as signs and symptoms of mental illness, substance use disorder, trauma-informed care, stigma and bias, crisis intervention, de-escalation techniques, and suicide prevention and other courses with mental health related content.
FINANCIAL IMPACT:
Funds were distributed on a per capita basis with each agency receiving $270.00 for each STC position reported in the Needs Assessment. HCPD received $23,220. HCPD is currently working with the Auditor-Controller and Sheriff’s offices to establish the required trust account. Any funds unspent at the end of the grant period, Sept. 30, 2020, will be returned to BSCC. There is no impact to the General Fund.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by investing in county employees .
OTHER AGENCY INVOLVEMENT:
Board of State and Community Corrections
U.S. Department of Justice
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may elect not to approve this supplemental budget however it is not recommended as the funds have already arrived and would be used to provide valuable training to peace officers at no fiscal impact to the county general fund.
