SOURCE OF FUNDING:
Social Services Fund (1160)
DISCUSSION:
The California Department of Social Services - Office of Child Abuse Prevention has provided funding through the Child Abuse Prevention, Intervention and Treatment Program (CAPIT Program) since fiscal year 2002-2003. The CAPIT Program provides early intervention and prevention services to at-risk populations throughout California. The services provided to at-risk children and families include, without limitation, parenting classes, individualized parenting training and parent support meetings.
The Department of Health and Human Services - Child Welfare Services (DHHS - Child Welfare Services) continues its commitment to work in coordination with community providers in enhancing services that improve individual and family functioning. Through the promotion of the CAPIT Program, DHHS - Child Welfare Services anticipates the development of a continuum of services that encourages child abuse intervention and prevention activities.
On May 1, 2020, DHHS - Child Welfare Services issued a Request for Proposals (RFP) which solicited proposals from qualified community organizations to provide child abuse prevention, intervention and treatment services to eligible DHHS - Child Welfare Services clients as part of a long-term family support services program. DHHS - Child Welfare Services received one proposal from McKinleyville Community Collaborative in response to the above-referenced RFP. After reviewing and evaluating the proposal in accordance with the applicable evaluation and selection criteria, the RFP Evaluation Committee decided to recommend that McKinleyville Community Collaborative receive CAPIT Program funding in the amount of $75,000 per year for the provision of child abuse intervention and prevention services to at-risk populations throughout Humboldt County over a period of up to 3 years.
Accordingly, DHHS - Child Welfare Services recommends that the Board approve the recommended allocation of CAPIT Program funding. Staff also recommends that the Board authorize the DHHS - Child Welfare Services Director, or a designee thereof, to execute a professional services agreement with McKinleyville Community Collaborative regarding the provision of child abuse intervention and prevention services to at-risk populations throughout Humboldt County that is substantially similar to the attached sample professional services agreement, and any subsequent amendments thereto, after review and approval by County Counsel, Risk Management, and the County Administrative Office.
FINANCIAL IMPACT:
The total cost of the recommended allocation of CAPIT Program funding is $75,000 per year for a period of up to 3 years. Expenditure appropriations related to the recommended allocation of CAPIT Program funding have been included in the approved fiscal year 2020-2021 for DHHS - Social Services budget unit 1160-508. As a result, approval of the recommended allocation of CAPIT Program funding will not impact the Humboldt County General Fund.
STRATEGIC FRAMEWORK:
The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the recommended allocation of CAPIT Program funding to McKinleyville Community Collaborative. However, this alternative is not recommended since it will not allow for the provision of needed child abuse intervention and prevention services to at-risk populations throughout Humboldt County.
