Area of Focus:  Safe & Healthy Communities

Strategic Plan Category:  1001 -Support and sustain partnerships between public safety and partner agencies to enhance public safety in our communities

DISCUSSION:

St. Joseph Health Northern California, LLC, doing business as Providence St. Joseph Hospital of Eureka, (“St. Joseph Hospital”) sponsors a family medicine residency program which provides training to medical residents in accordance with the requirements of the Accreditation Council for Graduate Medical Education.  It is in St. Joseph Hospital’s and the Humboldt County Department of Health and Human Services - Behavioral Health’s (“DHHS - Behavioral Health”) mutual interest and advantage that medical residents enrolled in St. Joseph Hospital’s family medicine residency program be given the opportunity to utilize DHHS - Behavioral Health facilities for clinical and educational purposes, and it is beneficial to the county to contribute to the education of residents since doing so will help diminish the shortage of qualified doctors in Humbolt County.

On March 27, 2023, the County of Humboldt, by and through DHHS - Behavioral Health, entered into a professional medical residency affiliation agreement with St. Joseph Hospital regarding the placement of medical residents at various DHHS - Behavioral Health facilities for the period of March 27, 2023 through June 30, 2024.  DHHS - Behavioral Health subsequently amended the professional medical residency affiliation agreement with St. Joseph Hospital dated March 27, 2023 to extend the term thereof to June 30, 2026, on June 10, 2024.

The attached second amendment to the professional medical residency affiliation agreement with St. Joseph Hospital dated March 27, 2023 allows for the continued placement of individuals participating in St. Joseph Hospital’s family medicine residency program at various DHHS - Behavioral Health facilities for the period of March 27, 2023 through June 30, 2028.

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof to execute, the attached second amendment to the professional medical residency affiliation agreement with St. Joseph Hospital March 27, 2023 regarding the placement of medical residents at various DHHS - Behavioral Health facilities for the period of March 27, 2023 through fiscal year June 30, 2028.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments, and additional placement agreements that are substantially similar, to the professional medical residency affiliation agreement with St. Joseph Hospital dated March 27, 2023, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the placement of medical residents at DHHS - Behavioral Health facilities.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose to not approve the attached second amendment to the professional medical residency affiliation agreement with St. Joseph Hospital dated March 27, 2023 regarding the placement of medical residents at various DHHS - Behavioral Health facilities.  However, this alternative is not recommended since it would exclude DHHS - Behavioral Health facilities from participating in providing clinical experiences to medical residents in Humboldt County.
