RECOMMENDATION(S):Recommendation
That the Board of Supervisors:
1. Receive and file the bids for construction of the Bid Award Authorization for the Humboldt County Sheriff’s Main Station Office Remodel Project, Project Number 2026-501; and
2. Award the Humboldt County Sheriff’s Main Station Office Remodel Project, Project Number 2026-501, to the lowest responsible and responsive bidder, Adams Commercial General Contracting, Inc. in the amount of Eight Hundred Ninety-Two Thousand Five Hundred Seventy-Seven Dollars ($892,577.00); and
3. Authorize the Humboldt County Purchasing Agent, or a designee thereof, to execute the attached construction agreement with Adams Commercial General Contracting, Inc. regarding completion of the Humboldt County Sheriff’s Main Station Office Remodel Project, Project Number 2026-501; and
4. Authorize the Purchasing Agent to execute contract change orders for the Humboldt County Sheriff’s Main Station Office Remodel Project up to Eighty-Nine Thousand Two Hundred Fifty-Seven Dollars and Seventy Cents ($89,257.70); and
5. Approve the attached fiscal year 2026-2027 supplemental budget in the amount of Four Hundred Fifty-Two Thousand Seven Hundred Fifty Dollars ($452,750.00) for County 6. Administrative Office - Americans with Disabilities Act Compliance Team budget unit 355-2152 (4/5 Vote Required); and
6. Approve the attached fiscal year 2026-2027 supplemental budget in the amount of Three Hundred Fifty-Nine Thousand Six Hundred Ninety-Five Dollars ($359,695.00) for Sheriff Main Station budget unit 1100-221 (4/5 Vote Required); and
7. Direct the Clerk of the Board to provide the County Administrative Office with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:
On September 7, 2016, the County of Humboldt entered into a consent decree with the United States Department of Justice that required the commencement of the Humboldt County Americans with Disabilities Act Compliance Project. The purpose of the Humboldt County Americans with Disabilities Act Compliance Project is to bring all facilities owned or leased by the County of Humboldt that provide programs, services and activities to the public into compliance with the Americans with Disabilities Act. The Humboldt County Sheriff’s Main Station Office Remodel Project, Project No. 2026-501, is part of this compliance effort.
The Humboldt County Sheriff’s Main Station Office Remodel Project will address accessibility upgrades, tenant improvements and deferred maintenance at the Humboldt County Sheriff's Office Main Station located on the ground floor of the Humboldt County Courthouse. On August 25, 2025, the County of Humboldt entered into a consultant services agreement with McSorley Architecture to provide architectural design and consultation services for the Humboldt County Sheriff’s Main Station Office Remodel Project.
The Humboldt County Sheriff’s Main Station Office Remodel Project includes the redesign of restroom facilities and associated wall and door relocations to create spaces with proper accessibility clearances and dimensions in compliance with the Americans with Disabilities Act and California Building Code accessibility requirements. The Humboldt County Sheriff’s Main Station Office Remodel Project also includes redesign of underutilized storage space to create a staff break room and modernization of the briefing room, including, without limitation, finishes and fixed elements necessary to support the updated space configurations. The Sheriff’s Citizens on Patrol (SCOP) work area and storage areas are also included in the Humboldt County Sheriff’s Main Station Office Remodel Project.
Design for the Humboldt County Sheriff’s Main Station Office Remodel Project included: plumbing engineering to modify plumbing infrastructure and connect new fixtures to existing sewer, cold water and hot water systems; mechanical engineering to provide exhaust ventilation and connections to existing ductwork and air handlers; and electrical engineering to support updated electrical and lighting systems within the remodeled areas. Construction is anticipated to take approximately One Hundred Twenty (120) calendar days to complete following award.
On June 16, 2026, the Humboldt County Board of Supervisors (“Board”) authorized the Humboldt County Sheriff’s Main Station Office Remodel Project to be advertised for public bid. On July 14, 2026, the County of Humboldt received and opened four (4) responsive bids with the following, results:

The general conditions set forth in the project specifications manual require that the Humboldt County Sheriff’s Main Station Office Remodel Project be awarded to the lowest qualified, responsible and responsive bidder. Based on this requirement, staff recommends that the Board award the Humboldt County Sheriff’s Main Station Office Remodel Project to Adams Commercial General Contracting, Inc. for the total base bid amount of Eight Hundred Ninety-Two Thousand Five Hundred Seventy-Seven Dollars ($892,577.00).

FINANCIAL IMPACT:
The total costs associated with the Humboldt County Sheriff’s Main Station Office Remodel Project are estimated to be One Million Fifty-One Thousand Seven Hundred Twenty-Four Dollars ($1,051,724.00). This includes Twenty-Five Thousand Two Hundred Sixty Dollars ($25,260.00) for architectural design services, Eight Hundred Ninety-Two Thousand Five Hundred Seventy-Seven Dollars ($892,577.00) for construction services to be provided by Adams Commercial General Contracting, Inc., Eighty-Nine Thousand Two Hundred Fifty-Seven Dollars and Seventy Cents ($89,257.70) reserved for construction change orders and Forty-Four Thousand Six Hundred Twenty-Nine Dollars ($44,629.00) reserved for project soft costs.
Expenditures appropriations in the amount of Twelve Thousand Eight Hundred Forty Dollars ($12,840.00) were included in the approved fiscal year 2025-2026 budget for County Administrative Office - Americans with Disabilities Act Compliance Team budget unit 355-2152. Expenditure appropriations in the amount of Five Hundred Eighty-Six Thousand One Hundred Thirty-Four Dollars ($586,134.00) was included in the approved fiscal year 2026-2027 budget for Sheriff Main Station budget unit 1100-221. Ninety-Three Thousand Fifty-Five Dollars ($93,055.00) was transferred between expenditure lines in Sheriff Main Station budget unit 1100-221 to allow for an additional Contribution to County Administrative Office - Americans with Disabilities Act Compliance Team Budget Unit 355-2152 in fiscal year 2026-2027.
The attached supplemental budget will transfer Four Hundred Fifty-Two Thousand Seven Hundred Fifty Dollars ($452,750.00) from Sheriff Main Station budget unit 1100-221 to County Administrative Office - Americans with Disabilities Act Compliance Team Budget Unit 355-2152 in order to increase available expenditure appropriations for the Humboldt County Sheriff’s Main Station Office Remodel Project. The attached supplemental budget will also transfer Three Hundred Fifty-Nine Thousand Six Hundred Ninety-Five Dollars ($359,695.00) from Rural County Public Safety Trust 3643 to Sheriff Main Station budget unit 1100-221 in order to fill the funding gap for the Humboldt County Sheriff’s Main Station Office Remodel Project.
STAFFING IMPACT:
The recommended actions will not impact on current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to award the Humboldt County Sheriff’s Main Station Office Remodel Project to Adams Commercial General Contracting, Inc., and/or not approve the related supplemental budget. However, this alternative is not recommended as it would delay necessary accessibility improvements and deferred maintenance at the Humboldt County Sheriff's Office Main Station, prolonging existing barriers to access and delaying improvements to staff and public facilities.
