Recommendation
That the Board of Supervisors:
1. Adopt the attached resolutions authorizing the Humboldt County, Director of Aviation, or designee thereof, to execute any and all documents necessary to apply for and accept California Department of Transportation, Airport Improvement Program (AIP) Matching Grants related to Federal Aviation Administration (FAA) Grant No. 3-06-0072-019-2023 and No. 3-06-0072-020-2023; and
2. Authorize the Director of Aviation, or designee thereof, to execute future amendments to the above-mentioned State of California, Department of Transportation (DOT) AIP Matching Grants, after review by County Counsel, Risk Management, and the County Administrative Office.

DISCUSSION:
On Sept. 12, 2023, your board authorized the Humboldt County Director of Aviation to execute all documents related to FAA AIP Grant number 3-06-0072-019-2023 for the Murray Field Airport RWY 12/30 PAPI Final Design and number 3-06-0072-020-2023 for the Murray Field Airport RWY 12/30 PAPIs Reimbursable Agreement. Both grants require a local share contribution of 10.0% of the total project cost.
The California Department of Transportation offers Airport Improvement Program Matching Grants for AIP projects included in airports most recently adopted Capital Improvement Plan (CIP) that are eligible for state funding as cited in the California Code of Regulations Title 21, Division 2.5. The State AIP Matching Rate is 5.0 percent of the federal grant. This will cut the county’s local share to $8,690, or a reduction of 45%, as depicted in the table below.

Narrative Explanation of Financial Impact:
The total maximum local share obligation from the two previously accepted Federal AIP grants is 10%, or $15,800. The DOT matching grant would pay for 5% of the Federal Share, or $7,110, making the County responsible for only $8,690.
These amounts have been budgeted in the adopted fiscal year (FY) 2023-24 Aviation Capital Project Budget (3539-170). Therefore, there is no impact to the General Fund.
STAFFING IMPACT:
There are no staffing impacts with the approval of this item.
STRATEGIC FRAMEWORK:
This action supports the following areas of your Board’s Strategic Framework.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose to not to authorize the submittal of an application, acceptance of an allocation of funds, and execution of a grant agreement with the State of California, Department of Transportation for the above-mentioned AIP matching grants. However, this not recommended as it would require the Department of Aviation to pay an additional $7,110 for a project that is eligible for state funding.
