Recommendation

That the Board of Supervisors:

1.                     Consider making the at-large and alternate appointments to the Humboldt County Assessment Appeals Board.

DISCUSSION:

At the May 21, 2024, Board of Supervisors meeting, the Board was informed of an at-large vacancy and an alternate vacancy on the Humboldt County Assessment Appeals Board due to the term expiration of Brian Mitchell and a long-standing alternate vacancy. The vacancies were posted, and applications were accepted.

Current member Brian Mitchell wishes to continue his service. Current alternate Julie Porteous has expressed interest in the voting seat. Additionally, there is an application from Dylan Feierabend attached for consideration. This position is for a three-year term ending on July 23, 2027.

Members must be certified by the Board of Equalization to serve on this Board.

All appointed members will be required to comply with the California Fair Political Practices Form 700 requirements as well as completing AB1234 Ethics training every two years.

 

FINANCIAL IMPACT:

There is minimal financial impact to appoint a member to this Board. Members of the Assessment Appeals Board do receive a stipend and travel reimbursements, and these expenses are budgeted in the Board of Supervisors approved budget each fiscal year.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board could postpone the appointments to a new date certain if desired but that is not recommended.  This Board meets regularly, and members are needed to meet the quorum.
