RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the donation of one (1) 2020 Chevrolet Equinox to the County Motor Pool for maintenance and insurance purposes (4/5 vote required); and 

2.                     Direct the Clerk of the Board to provide the Department of Child Support Services with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

North Coast Regional Department of Child Support Services (“NCR DCSS”) purchased a 2020 Chevrolet Equinox (VIN #2GNAXUEV7L6252052, LIC #1598061) independent of general funds on or about June 30, 2020.  This vehicle was purchased in Trinity County using DCSS associated departmental budget 2130.  It was listed as a Capital Asset in Trinity under Asset ID #13602.  Per the Memorandum of Understanding (“MOU”) for regionalization, the last Trinity employee is set to retire in June of this year.  All employees working in the Weaverville office will be Humboldt County employees as of July 1, 2023.  For NCR DCSS employees to have access to this vehicle, NCR DCSS requests a transfer of the vehicle from being a Trinity County Capital Asset to a Humboldt County Asset.  For maintenance and insurance purposes the NCR DCSS would like to donate the vehicles to County Motor Pool maintenance and insurance only and ask for it to be assigned to NCR DCSS for utilization.

 

FINANCIAL IMPACT:

This vehicle was purchased with NCR DCSS funds, and the purchase had no impact on the general fund.  The purchase price of the vehicle in June/July of 2020 was Twenty-Nine Thousand Three Hundred Ninety-Six Thousand Dollars and Ninety-Four Cents ($29,396.94).  Annual depreciation costs were scheduled as Five Thousand Eight Hundred Seventy-Nine Dollars and Thirty-Eight Cents ($5,879.38).  To date, all but Five Thousand Eight Hundred Seventy-Nine Dollars and Thirty-Eight Cents ($5,879.38) has been depreciated.  That amount is scheduled to be depreciated in the Child Support budget in December of 2023.  The current Motor Pool overhead and maintenance rate for fiscal year 2023-2024 is .571 a mile with an estimated monthly usage rate of sixty-six (66) miles per month.

 

STAFFING IMPACT:

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

NCR DCSS will no longer have Trinity County employees working in the Department effective 07/01/2023.  All department employees are now Humboldt County employees.  Without being able to donate the vehicle to the county, Humboldt County employees would not have access to drive the vehicle that is already paid for in full.
