RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution authorizing the Humboldt County Department of Public Works Director, or a designee thereof, to apply for, and if awarded, accept, and administer funding made available through California Department of Resources, Recycling and Recovery grants for which the County of Humboldt is eligible; and

2.                     Direct the Clerk of the Board to provide one (1) fully executed certified copy of the attached resolution to the Humboldt County Department of Public Works for submission to the California Department of Resources, Recycling and Recovery.

DISCUSSION:

California Public Resources Code Sections 48000, et seq. authorize the California Department of Resources Recycling and Recovery (“CalRecycle”) to administer various grant programs in furtherance of the State of California’s efforts to reduce, recycle and reuse solid waste generated in California thereby preserving landfill capacity and protecting public health and safety and the environment.

 

In furtherance of the above-referenced authority, CalRecycle is required to establish procedures governing the application, awarding and management of the grants.  CalRecycle grant application procedures require, among other things, an applicant’s governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants.

 

Accordingly, staff recommends that the Board adopt the attached resolution which authorizes the Humboldt County Department of Public Works Director, or a designee thereof, to conduct all negotiations, and enter into, execute, and deliver any and all documents necessary to secure and administer grant funding made available by CalRecycle and implement approved grant projects.

 

FINANCIAL IMPACT:

Adoption of the attached resolution will allow the Department of Public Works to apply for, and accept, if awarded, much-needed revenue to supplement the funds that the county is already investing in California Senate Bill 1383 compliance.  Supplemental budgets for the fiscal year 2022-2023 Public Works Solid Waste budget will be brought to the Board for approval when grant agreements are executed. 

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations and creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to adopt the attached resolution authorizing the Humboldt County Department of Public Works Director, or a designee thereof, to apply for, and if awarded, accept and administer funding made available through CalRecycle grants for which the County of Humboldt is eligible.  However, this alternative is not recommended because of the environmental benefits that will be gained.
