RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Retroactively accept the Public Health allocation agreement with CASPHI in the amount of $131,224 for the period of Fiscal Year 22/23;
2. Approve grant agreement #CASPHI0012 with California Department of Public Health (CDPH) California Strengthening Public Health Initiative (CASPHI) in the amount of $656,121.00 for the term of December 1, 2022 to November 30, 2027;
3. Authorize the Department of Health and Human Services Director of Public Health or designee thereof to sign the yearly allocation agreement for Fiscal Years 2023-2028;
4. Authorize the Department of Health and Human Services Director of Public Health or designee thereof to execute all subsequent amendments, and any other agreements, certifications, attestations, and documents directly related to the attached grant agreement, including subcontracts, after review of County Counsel and Risk Management; and
5. Direct the Clerk of the Board to return one (1) copy of the certified Board report to the DHHS - Contracts Unit.

DISCUSSION:
The purpose of this Grant is to provide support to County of Humboldt Department of Health and Human Services (DHHS) Public Health Staff in strengthening the Public Health workforce as well as advancing health equity and/or eliminating health disparities. This funding includes the following five projects:
Project #1: 1.0 Funding Public Health Equity Coordinator
Public Health will continue to fund our Public Health Equity Coordinator partially in Fiscal Year 23/24 and fully at 1.0 starting Fiscal Year 24/25 through the end of the allocation term November 30, 2027.
Project #2: 0.8 Funding of a Program Coordinator
This Program Coordinator position will help with Equity initiatives, support the Equity coordinator, and activities and planning in relation to our Community Health Assessment and Community Health Improvement Plan.
Project #3: Mentorship Program Incentives
Public Health will have identified resources, incentives, and training opportunities to staff participating as mentors in a mentorship program to begin in January 2024.
Project #4: Identify Workforce Development Incentive Priorities
Using staff survey data, Public Health will identify at least two priority areas for Workforce Development incentives and activities. Areas for consideration may include incentives to participate as a trainer in Core Competency trainings, educational materials, staff recognition prizes, snacks or other incentives for PH all staff biannual meetings.
Project #5: Equity Assessment and Planning
Public Health will partner with Facilitating Power to coordinate and facilitate a series of workshops designed to assess and strategize around health equity goals for Public Health and community partners.
This agreement is coming to your Board after the start of the term due to staff changes which delayed work and progress towards completing the necessary documents.

Narrative Explanation of Financial Impact:
Approval of grant #CASPHI0012 in the amount of $656,121 with the California Department of Public Health (CDPH) California Strengthening Public Health Initiative (CASPHI) allows County of Humboldt Department of Health and Human Services Public Health to be reimbursed a maximum amount of $131,224 for Fiscal Years 2022/2023 through 2027/2028 in the Public Health Fund 1175, Public Health Funds (1175), Office of Performance Improvement & Accreditation (003). This grant was anticipated, and no supplemental budget is required.
STAFFING IMPACT:
Acceptance of this grant will help maintain current staffing levels across multiple County of Humboldt Department of Health and Human Services programs. Activities planned through this funding will complement and expand upon existing initiatives currently funded through other means.
