STRATEGIC PLAN:
The recommended actions support the following areas of the Board of Supervisors’ Strategic Plan:
Area of Focus: Core Services/Other
Strategic Plan Category: 9999 - Core Services/Other
DISCUSSION:
The National Association of State Procurement Officials (“NASPO”) facilitates procurement processes, including, without limitation, telecommunications services procurement, via public cooperative contracting. The attached Custom NASPO Offer from Verizon Wireless adapts requirements to fit the County of Humboldt’s unique operational and regulatory constraints. The specific services involved are wireless voice and data services and equipment, mobile broadband services and equipment and related accessories. The County of Humboldt has been doing business with Verizon Wireless for over a decade. Verizon Wireless’ cellular network is relied upon due to the network providing sufficient coverage in remote and rural areas of Humboldt County.
The County of Humboldt has previously transitioned active lines of service with Verizon Wireless as part of CALNET Contract No. C4-CVD-19-001-03. This contract allowed for a transition of active lines of service purchased under California Participating Addendum No. 7-10-70-16. Periodic review of telecommunications services purchased by the County of Humboldt is essential for ensuring that the County of Humboldt is using the best plans available, and transition of active lines is expected when entering into a new agreement and plan.
To receive reduced pricing for the provision of wireless phone and data services, the County of Humboldt has been given the opportunity to transition its accounts from the CALNET Contract No. C4-CVD-19-001-03, to the NASPO MA 152 Contract, as part of the attached Custom NASPO Offer (“Offer”) from Verizon Wireless. The NASPO MA 152 Contract has a current expiration date of August 11, 2029, and is a State of Utah Cooperative Contract between the Utah Division of Purchasing and Verizon Wireless.
Accordingly, the Information Technology Division of the County Administrative Office recommends that the Board of Supervisors (“Board”) approve, and authorize the Purchasing Agent, or a designee thereof, to execute, the attached letter of acknowledgement regarding cellular account migration and contract vehicle offer under the cooperative telecommunications services procurement agreement between NASPO and Verizon Wireless. It is also recommended that the Board authorize the Purchasing Agent, or a designee thereof, to execute any and all amendments to the attached letter of acknowledgement, after review and approval by County Counsel, Risk Management and the Management and Budget Division of the County Administrative Office, in order to avoid any unnecessary delays in the provision of needed telecommunications services.
SOURCE OF FUNDING:
All departments of the County of Humboldt that receive telecommunication services from Verizon Wireless.
FINANCIAL IMPACT:
Costs for wireless phone and data services provided by Verizon Wireless are distributed to the County departments that utilize such services. The County currently has approximately 1,074 active Verizon Wireless lines across the two account groups included in the proposal. Under the existing CALNET agreement, the combined monthly recurring cost for these accounts is approximately $40,812.49. Under the proposed Custom NASPO pricing, the combined monthly recurring cost is estimated at approximately $35,981.68, resulting in projected annual savings of approximately $57,969.72. The actual cost of individual lines varies depending on the type of service and plan assigned. As part of the Custom NASPO Offer, Verizon Wireless is also offering an eligible public safety and first responder smartphone plan with unlimited voice, messaging and data for $32.99 per line per month. Actual County costs will vary based on the number of active lines, service plans, equipment and other features utilized by each department.
STAFFING IMPACT:
The recommended actions will not impact current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to approve the attached letter of acknowledgement regarding cellular account migration and contract vehicle offer under the cooperative telecommunications services procurement agreement between NASPO and Verizon Wireless. However, this alternative is not recommended as it will prevent significant cost savings for existing telecommunications services utilized by the county.
