Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Chair of the Board to execute the attached memorandum of mutual understandings regarding the County of Humboldt’s continued participation in the North Coast Resource Partnership.

DISCUSSION:

The North Coast Resource Partnership (NCRP) was initiated in 2004 as a water management collaborative between the counties of Humboldt, Sonoma, Modoc, Mendocino, Trinity, Del Norte and Siskiyou.  The NCRP is now a successful coalition of north coast counties and tribes that have successfully worked together to leverage over $190 million in grants and matching contributions to support water and wastewater infrastructure, water resource, climate change adaptation and wildfire resilience projects throughout the North Coast Region. The NCRP is governed by a Leadership Council comprised of appointees from over 30 Tribes in the region as well as county boards of supervisors. The County of Humboldt is currently represented in the NCRP by Supervisors Steve Madrone and Rex Bohn with Supervisor Natalie Arroyo serving as an alternate member.

 

The NCRP’s process is guided by a memorandum of mutual understandings (MOMU), a cooperative agreement intended to establish a mutual understanding with respect to joint efforts towards collaboration on planning and project implementation to enhance the quality of life in North Coast communities and enhance the stewardship of natural landscapes. The NCRP Leadership Council periodically refreshes the contents of the MOMU which triggers the need to recommit to the updated version.  Endorsement of the updated MOMU, which is attached hereto as Attachment 1, will enable the County of Humboldt to continue participating on the NCRP Leadership Council, identifying the most pressing water management and climate adaptation issues in the region, and qualifying projects for state and federal grant funding. The MOMU does not commit the county to any specific action and participation may be withdrawn at any time.

 

FINANCIAL IMPACT:

Approval of the attached MOMU does not have a significant financial impact other than Humboldt County Board of Supervisor time associated with serving on the NCRP Leadership Council.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by building  interjurisdictional and regional cooperation.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may choose not to approve the attached MOMU regarding the County of Humboldt’s continued participation in the NCRP.  However, this alternative is not recommended as it may result in missed opportunities to capture revenue and support for local communities and landscapes.
