RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution to execute the annual Federal Apportionment Exchange Program and State Match Program Agreements; and

2.                     Approve the Agreement No. X22-5904(191) with the California Department of Transportation (Caltrans) regarding the assignment of federal apportionments made available to the Count of Humboldt for allocation to transportation projects in exchange for nonfederal State Highway Account funds.

DISCUSSION:

On an annual basis, the County of Humboldt has the option of exchanging federal construction funds for state funds that may be used for any road related purpose.  Staff recommends this option because it allows the funds to be used for road maintenance. Due to the large amount of deferred road maintenance, discretionary maintenance monies are more beneficial than construction monies. The attached Agreement X22-5904(191) with the Caltrans (Attachment 1) must be executed in order for the county to participate in the program.

Narrative Explanation of Financial Impact:

Agreement No. X22-5904(191) with Caltrans will provide $636,382 to be placed in the Humboldt County Road Fund 1200888. Of that amount, $100,000 of state matching funds will be used for local shares on bridge projects.

 

Expenditure appropriations related to Agreement No. X22-5904(191) with the California Department of Transportation have been included in the approved fiscal year 2022-23 budget for Public Works - Roads budget account 1200888. As a result, approval of Agreement No. X22-5904(191) with Caltrans will not impact the Humboldt County General Fund.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve Agreement No. X22-5904(191) with Caltrans regarding the assignment of federal apportionments made available to the County of Humboldt for allocation to transportation projects in exchange for nonfederal State Highway Account funds. However, this alternative is not recommended since it would result in a loss of $636,382 in funding for road maintenance.
