RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Authorize the Chair of the Board to execute the attached license agreement with the Redwood Gun Club regarding the Humboldt County Sheriff’s Office use of the Gunnery Range located in Manila, California; and
2. Direct the Clerk of the Board to return one fully executed original copy of the license Agreement to Public Works, Real Property for further processing.

DISCUSSION:
The county is responsible for providing a premises where training takes place to maintain proficiency requirements that peace officers are required to qualify with firearms assigned or available to them. To meet that requirement, the county entered into an agreement with the Redwood Gun Club for Humboldt County Sheriff’s Office (HCSO) personnel to use their facility. The Redwood Gun Club is located on Young Lane in Manila, California.
The current agreement is effective from July 1, 2025, through June 30, 2026. The Sheriff’s Office now seeks to enter into a new agreement for the upcoming fiscal year, covering the period from July 1, 2026, through June 30, 2027. Under the proposed terms, the HCSO will pay a total usage fee of $3,240 for up to 15 training sessions during the agreement term. Additionally, the agreement includes storage space at a rate of $20 per month. Any training sessions beyond the initial 15 sessions will incur an additional fee of $200 per class. A reimbursement of $54 will be required for the Redwood Gun Club to maintain a business license.
Accordingly, staff recommend that the Board approve, authorize the Chair of the Board to execute, the license agreement with Redwood Gun Club for the Humboldt County Sheriff’s Office use of the Gunnery Range located in Manila, California

Narrative Explanation of Financial Impact:
The Humboldt County Sheriff’s Office will use the range periodically with the projected cost of $3,240 for the term of July 1, 2026, through June 30, 2027, and the one-time payment of $54.00 for the business license reimbursement. The cost of this agreement is the same as in FY 2025-26.
Expenditure appropriations are included in the adopted fiscal year 2026-2027 budget unit 1100-221170 Sheriff Training.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to sign the Redwood Gun Club Agreement. However, this is not recommended as there are no alternative locations to perform the proficiency and training of firearms at equivalate level of space and remoteness.
