RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and file the bid proposals submitted for the Alderpoint Road (F6B165) Post Miles 42.00 to 42.30 Storm Damage Repair Project; and

2.                     Award the project agreement to Van Meter Logging, Inc., for the total amount of $2,302,256.10; and

3.                     Authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and

4.                     Authorize the Director of Public Works to execute contract change orders up to the amount of $127,613; and

5.                     Direct the Clerk of the Board to provide the Engineering Division of the Department of Public Works with one (1) fully executed certified copy of the Board order related to this item.

DISCUSSION:

On Feb. 10, 2026, the Humboldt County Board of Supervisors (“Board”) authorized the Clerk of the Board to advertise the Alderpoint Road (F6B165) Post Miles 42.00 to 42.30 Storm Damage Repair Project for bids. On March 17, 2026, the County of Humboldt received nine (9) bids for the project, which are attached hereto as Attachment 1.

 

Accordingly, the Department of Public Works recommends that the Board: receive and file the bid proposals submitted for the Alderpoint Road (F6B165) Post Miles 42.00 to 42.30 Storm Damage Repair Project; award the project agreement to Van Meter Logging, Inc., for the total amount of $2,302,256.10; authorize the Chair of the Board to execute the project agreement upon submittal of the appropriate bonds and insurance; and authorize the Director of Public Works to execute contract change orders up to the amount of $127,613.

Narrative Explanation of Financial Impact:

The Alderpoint Road (F6B165) Post Miles 42.00 to 42.30 Storm Damage Repair Project is funded by Federal Highway Administration Emergency Relief funds (88.53%), the California Governor’s Office of Emergency Services (8.60%), and Measure O (2.87%). The total project cost is estimated at $2,877,820, as shown in Attachment 1. Expenditure appropriations relating to completion of the Alderpoint Road (F6B165) Post Miles 42.00 to 42.30 Storm Damage Repair Project are included in the approved fiscal year 2025-2026 budget and the proposed fiscal year 2026-2027 budget for budget unit 1200-321.

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to award the project agreement for the Alderpoint Road (F6B165) Post Miles 42.00 to 42.30 Storm Damage Repair Project. However, this alternative is not recommended because the project will restore the roadway to pre-disaster conditions using funds that would not otherwise be available to the County of Humboldt.
