RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Consider appointment of the two (2) Alternate positions on the Measure Z Citizens’ Advisory Committee;
2. Appoint Sean Robertson as the Humboldt County Fire Chief’s Association representative;
3. Consider appointment of the District 4 representative who serves at the pleasure of the appointing Supervisor;
4. Appoint Vivienna Orcutt as the District 5 representative who serves at the pleasure of the appointing Supervisor;
5. Reappoint Ernie Branscomb as the District 2 representative; and
6. Reappoint Sheriff William Honsal as the Humboldt County Sheriff representative.

DISCUSSION:
On January 8, 2019, your Board was notified of vacancies occurring for the two (2) Alternate, District 4 and the Humboldt County Fire Chief’s Association positions serving on the Measure Z Citizens’ Advisory Committee. One Alternate vacancy is due to the resignation of John McFarland, the other is due to the appointment of Glenn Ziemer as the District 1 representative. In addition, the Humboldt County Fire Chief’s Association (HCFCA) would like to recommend Sean Robertson as the HCFCA representative due to the resignation of Brian Anderson.
Today staff recommends your Board consider appointment of these representatives for a term to expire January 20, 2023. A Notice of Vacancy was posted and attached are the applications received for consideration by the Board of Supervisors in making these appointments.
A vacancy has occurred for the District 4 representative due to the resignation of Mike Newman. This appointment serves at the pleasure of the appointing Supervisor and is available for consideration. In addition, Supervisor Madrone would like to appoint Vivienna Orcutt as the District 5 representative. This position serves at the pleasure of the district Supervisor. Leonard Masten currently serves and is released of his duties. Supervisor Madrone would like to thank Mr. Masten for his service on the Measure Z Citizens’ Advisory Committee. These appointments would serve for a term to expire January 20, 2023.
Finally, the appointments currently held by Ernie Branscomb as the District 2 representative and Sheriff William Honsal as the Humboldt County Sheriff representative positions expired on January 20, 2019. Staff recommend reappointment of both of these individuals for a term to expire January 20, 2023.
