RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1. Adopt the Revised Resolution (Attachment 1) to take the following actions:

a. Approve an application for a contract to implement housing loan programs using an award from HOME program 2024 notice of funding availability (NOFA); and

b. Authorize and direct the Planning & Building Department Director or their designee to execute in the name of the County of Humboldt the application, standard agreement, and all other documents required for participation in HOME programs, and any amendments thereto; and

2. Direct the Clerk of the Board to return one fully executed and certified copy of the resolution to the Planning & Building Department.

DISCUSSION:

The Board of Supervisors is being asked to adopt a revised resolution to receive $1 million from the Home Program. As reflected in Attachment 3, in April 2025 the Board adopted a resolution to allow the Planning and Building Department to submit an application for a HOME Award in the amount of $1,250,000, broken down into $1 million for first-time homebuyers and $250,000 for rental assistance. The award came back with $500,000 directed to each the First Time Home Buyer and the Rental Assistance program.

In order to provide the California Department of Housing and Community Development with a resolution that matches the award amount the Board is being asked to adopt a resolution (Attachment 1) that references the total award amount of $1 million with $500,00 for the First-Time Home Buyers Loan program and $500,000 a Tenant-Based Rental Assistance program. The county can then enter a contract with HCD to receive this money. Once the contract is in place, the county will have the opportunity to amend the contract to allocate funds among these programs to serve the greatest need. The resulting $1 million budget will be split over the 2026-2027 and 2027-2028 fiscal years.

Narrative Explanation of Financial Impact:

This action will make an award of $1 million available for expenditure. Activities related to the grant and program income will be budgeted in the Special Revenue Funds (3960553-201 and 3960553-202).

Ten percent of TBRA funds may be used for salaries and benefits to offset the costs associated with administration of the grant. Two and a half percent of the FTHB funds may be used for salaries and benefits to offset the costs associated with administration of the grant.  No new staff will be hired. The department budget will include expenses for any portion of the staff salaries not covered by the grant funds. The source will be the General Plan User Fees collected on development permits and the General Fund. The staff expenses supported by the General Plan User Fee and the General Fund will not be more than 33% of total staff costs.

This grant is applicable to the Board’s grant policy, and a pre-grant questionnaire was reviewed by the County Administrative Office.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may elect not to approve the Resolution. The Department does not recommend this action as it will prevent the Department from utilizing $1MM for housing programs.
