RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Adopt the attached resolution which authorizes the Humboldt County District Attorney, the Humboldt County Auditor-Controller and the County Administrative Office, and/or designees thereof, to execute any and all documents necessary to apply for, accept and administer funding made available by the California Governor’s Office of Emergency Services through the Child Advocacy Center Program during the period of April 1, 2023 through March 31, 2028 (4/5 vote required);

2.                     Authorize the Humboldt County District Attorney, the Humboldt County Auditor-Controller and the County Administrative Office, or designees thereof, to execute any and all documents necessary to retroactively accept and administer April 1, 2022 through March 31, 2023 (4/5 vote required);

3.                     Direct the Clerk of the Board to provide the Humboldt County District Attorney’s Office with one (1) fully executed certified copy of the attached resolution to the District Attorney’s Office for submission to the State California Governor’s Office of Emergency Services; and

4.                     Direct the Clerk of the Board to provide the Humboldt County District Attorney’s Office with one (1) fully executed copy of the Board order related to this item for further processing.

DISCUSSION:

Funding made available by the California Governor’s Office of Emergency Services through the Child Advocacy Program has allowed the Humboldt County District Attorney’s Office to provide direct victim services to child abuse survivors and their families through a multidisciplinary team approach. These services must be victim-centered, with trauma-informed forensic interviews, provide advocacy and direct or referral to therapy/counseling and medical exams as mandated by California Penal Code Sections 11166.4, 13835.4 and 13835.5.

 

On January 27, 2022, Cal OES awarded the Humboldt County District Attorney’s Office One Hundred Eighty Thousand Two Hundred Fifty dollars ($180,250.00) in Child Advocacy Center Program funding in order to allow for the continued operation of the Humboldt County Child Abuse Services Team Program.  The grant funding made available through the Child Advocacy Center Program is to be used in providing personnel training and fund 2.0 full time equivalent Victim Witness Administrative Analyst/Advocate positions that will be assigned to the Child Abuse Services Team. 

 

In June 2022 a competitive request for proposal was released by the California Governor’s Office of Emergency Services for Child Advocacy Center Program funding with an anticipated program award amount of Two Hundred Thousand Dollars ($200,000.00) with a Fifty Thousand Dollar ($50,000.00) funding match obligation.  In August 2022, the District Attorney’s Office with collaborative participation from the Humboldt County Department of Health and Human Services submitted a grant application to the California Governor’s Office of Emergency Services.  On October 28, 2022, the District Attorney’s Office was notified of the intent to fund Child Advocacy Center Program grant application.  On January 25, 2023, the District Attorney’s Office received the notification from the California Governor’s Office of Emergency Services of a competitive grant subaward application approval for the Child Advocacy Center Program.

 

This competitive grant award would continue to fund 2.0 full time equivalent Victim Witness Administrative Analyst/Advocate positions who are assigned to the Child Abuse Services Team along with necessary training for the multidisciplinary team. 

 

The District Attorney’s Office is seeking authorization to accept the funding awards and execution of any and all documents necessary to apply for, accept and administer funding made available by the California Governor’s Office of Emergency Services through the Child Advocacy Center Program for fiscal years 2022-2023 through 2027-2028 in order to allow for the continued operation of the Humboldt County Child Abuse Services Team Program.

Authorization to accept the funds made available by the California Governor’s Office of Emergency Services through the Child Advocacy Center Program will allow the Humboldt County District Attorney’s Office with collaboration from the Humboldt County Department of Health and Human Services, who is providing allocated forensic interviewer staff time in order to meet the grant match obligation of Fifty Thousand Dollars ($50,000.00), to be reimbursed up to a maximum of Two Hundred Thousand Dollars ($200,000.00) for work performed by the Humboldt County Child Abuse Services Team Program in accordance with the scope of work described in the grant agreement for the period of April 1, 2023 through March 31, 2028.

 

Retroactive acceptance of the funds made available by the California Governor’s Office of Emergency Services through the Child Advocacy Center Program will allow the Humboldt County District Attorney’s Office to maintain the One Hundred Eighty Thousand Two Hundred  Fifty Dollars ($180,250.00) needed to reimburse the Humboldt County Child Abuse Services Team Program for services provided in accordance with the scope of work described in the grant agreement for the period of April 1, 2022 through March 31, 2023. 

 

STAFFING IMPACT:

Authorization to accept the funding made available by the California Governor’s Office of Emergency Services through the Child Advocacy Center Program will allow the Humboldt County District Attorney’s Office to continue funding 2.0 full time equivalent Victim Witness Administrative Analyst/Advocate positions who provide mandated services per California Penal Code Sections 11166.4, 13835.4 and13835.5.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to authorize acceptance of the funding made available by the California Governor’s Office of Emergency Services through the Child Advocacy Center Program.  However, this alternative is not recommended since it does not allow for the continued operation of the Humboldt County Child Abuse Services Team Program.
