RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve, and authorize the Department of Health and Human Services (DHHS)- Public Health Director, or a designee thereof, to execute, the attached grant amendment with the California Department of Public Health (CDPH) - Injury and Violence Prevention Program in Humboldt County for the period of Sept. 1, 2025, through Aug. 31, 2026;

2.                     Authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents directly related, to the attached grant agreement with the CDPH - Injury and Violence Prevention Branch, after review and approval by County Counsel, Risk Management and the County Administrative Office; and

3.                     Approve the attached supplemental budget in the amount of $21,100 for DHHS - Public Health, Mental Health Services Act - Prevention and Early Intervention (PEI) budget unit 1175-454 (4/5 Vote Required).

DISCUSSION:

Suicide rates in the United States have been on a steady rise since 1999. In 2019, death by suicide was the 10th leading cause of death with over 47,000 Americans losing their lives to suicide each year. Humboldt County has had suicide rates that are over two times the state average for more than a decade. Between the years 2016 and 2018, the rate was 23.2 individuals per 10,000 people. In accordance with its mission to protect the health of all Californians, the CDPH has awarded grants in seven counties where suicide morbidity and mortality rates are particularly high as part of the Comprehensive Suicide Prevention Program.

 

The Comprehensive Suicide Prevention Program is designed to reduce suicide rates using evidence-based suicide prevention strategies to create protective environments, identify and support people at risk, and strengthen access and delivery of suicide care. Humboldt County DHHS - Public Health recognizes that suicide is preventable, taking a primary prevention approach and working "upstream" to address underlying causes. First, by defining and monitoring the problem: analyzing data such as the number of suicide-related injuries and deaths; identifying risk and protective factors: increasing or decreasing how effectively people deal with stressful events; developing and testing prevention strategies: using data and findings from evaluation and research as evidence-based approaches to program planning; and finally, by assuring widespread dissemination of effective practices: sharing best practices through networking, training and technical assistance.

 

Your Board approved Grant Agreement 21-10764 with the CDPH - Injury and Violence Prevention Program on Jan. 11, 2022 which awarded DHHS - Public Health $400,000 (Attachment 3). Since execution there have been two subsequent amendments (Attachments 4 & 5) to the original agreement that increased the total grant amount to $590,000 and extended the grant period to Aug. 31, 2026, respectively.

 

Before your Board today is the third to Grant Agreement 21-10764 with the CDPH - Injury and Violence Prevention Branch which will allow the Humboldt County DHHS - Public Health to receive an increase of $80,000 bringing the total grant award to $670,000.00 for the purpose of supporting the implementation of several innovative suicide prevention activities in Humboldt County, including without limitation, prevention and early intervention training, community collaborations, lockbox distribution and social marketing, during the period of Sept. 1, 2025, to Aug. 31, 2026. One example of prevention and early intervention trainings offered is the Question, Persuade, Refer (QPR) program that teaches lifesaving skills for people to recognize signs and prevent suicide. This funding will also continue to maintain the Keep it Safe campaign which aims to spread awareness through educational materials and distribution of lockboxes. Social marketing is also a component of the program advertising all these prevention activities via the DHHS - Suicide and Violence Prevention Website, email messaging, PSAs and mailers.

 

Accordingly, DHHS - Public Health recommends that the Board approve, and authorize the DHHS - Public Health Director, or a designee thereof, to execute the attached grant amendment with the CDPH - Injury and Violence Prevention Branch regarding implementation of the Comprehensive Suicide Prevention Program in Humboldt County for the period of Sept. 1, 2025, through Aug. 31, 2026. It is also recommended that the Board authorizes the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, and any other agreements, certifications, attestations and documents directly related, to the attached grant agreement with the California Department of Public Health - Injury and Violence Prevention Branch, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any unnecessary delays in the implementation of needed suicide prevention activities in Humboldt County.

Narrative Explanation of Financial Impact:

Approval of the attached grant amendment with the CDPH - Injury and Violence Prevention Branch will allow DHHS - Public Health to receive an additional $80,000, bringing the total grant award to $670,000.00, that will be used to support the implementation of the Comprehensive Suicide Prevention Program in Humboldt County during the period of Sept.1, 2025, to Aug. 31, 2026. The attached supplemental budget in the amount of $21,100, for fiscal year (FY) 2025-26 for DHHS - Public Health, Mental Health Services Act -PEI (1175 454), will allow for additional revenue and expenditure appropriations related to the increased grant award.  The amount of $58,900.00 will be included in the annual budget process for FY 2026-27.

Acceptance of this supplemental grant funding will have no impact on current staffing.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
