DISCUSSION:

Real property assets owned by the county (including general office buildings, health and human services, correctional facilities, public works, fairgrounds, airports, parks, and Veterans Halls) and fixed assets are key components of the infrastructure necessary to carry out the programs, services and activities that the county provides to the public. The county is entrusted with managing fixed assets, real property assets and public projects to safeguard the public trust and maximize public benefits while minimizing expenses. This responsibility includes proper utilization and maintenance of public assets and managing space as necessary to meet increased needs for public services.

 

The county recognized the need for continuous improvement and long-range planning to properly manage real property and fixed assets and better manage public projects. Enterprise Asset Management (EAM) software is viewed as a tool to better manage facility investments and improvements by incorporating facilities master planning assessments and information into an enterprise solution for the purpose of standardization and improved stewardship of public assets.  Additionally, EAM software will assist in developing and maintaining a 5-year capital improvement program, track initiated and completed work orders and optimize space needs from a single platform.

 

On March 13, 2018, your Board approved the contract between the County of Humboldt and MetaBIM, Inc. for the term of March 15, 2018, to June 30, 2021, that included design, installation and implementation of the EAM software, testing user acceptance, system integration and connectivity to existing resources.

 

The county now recognizes there is a need to add additional services to the existing agreement with MetaBIM, Inc. The first amendment to the MetaBIM, Inc. agreement adds needed services to include the scanning and processing of the remaining Five Thousand (5,000) sheets and building information modeling (BIM) mapping of One Hundred Thousand (100,000) square feet, which will result in scaled floor plan models for specified county facilities.

 

FINANCIAL IMPACT:

Your Board approved an original agreement in the amount of One Hundred Sixteen Thousand Eight Hundred Sixty-Five Dollars ($116,865). Today’s action will add Fifteen Thousand Seven Hundred Fifty Dollars ($15,750) to the agreement for a total cost of One Hundred Thirty Two Thousand Six Hundred Fifteen Dollars ($132,615).  The first amendment to the MetaBIM, Inc. agreement includes the following services: scanning of Five Thousand (5,000) sheets at the rate of One Dollar and 35 Cents ($1.35) per sheet for a maximum dollar amount of Six Thousand Seven Hundred Fifty Dollars ($6,750); and the cost of One Hundred Thousand (100,000) BIM maps for an amount not to exceed Nine Thousand Dollars ($9,000). These are one-time expenditures. Costs associated with this first amendment to the MetaBIM, Inc. agreement will be shared between the ADA Compliance budget unit (152) in the amount of $10,500 and $5,250 with the Department of Health and Human Services Administration budget unit (516). There are sufficient funds in each budget unit to cover this request.

 

The annual licensing fee of $35,000 will continue to be split amongst ADA Compliance (152), Public Works Facility Management (162) and the Department of Health and Human Services Administration (516).

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

Your Board could choose to not approve the first amendment to the professional services agreement with MetBIM, Inc. This is not recommended as this would hinder the continuous improvement and long-range planning to properly manage real property and fixed assets and better manage public projects.
