RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve grant agreement # 22-11114 with the California Department of Public Health (CDPH) Substance and Addiction Prevention Branch to implement local cannabis education and youth prevention for $600,000 for the term of July 1, 2023, through June 29, 2026;
2. Authorize the Department of Health and Human Services - Public Health Director or a designee thereof to sign the agreement;
3. Authorize the Department of Health and Human Services - Public Health Director, or a designee thereof, to execute all subsequent amendments, and any other agreements, certifications, attestations, and documents directly related to the attached grant agreement, including subcontracts, after review and approval by County Counsel and Risk Management;
4. Approve the supplemental budget (Attachment 2) in the amount of $203,774 in fund 1175 Public Health, budget unit 452001- Substance and Addiction Prevention Branch to implement local cannabis education and youth prevention for FY 2023-2024, (4/5 vote required); and
5. Direct the Clerk of the Board to return one (1) copy of the certified board report to the DHHS - Contract Unit.

DISCUSSION:
Youth in Humboldt County are using cannabis more frequently and earlier than youth in other parts of the state, due to the prevalence of cannabis and an overall lack of protective factors. Youth consuming cannabis products in higher percentages than the state average is a public health concern. Substance use prevention programs for youth are often under-resourced in rural, outlying areas, including those most impacted by cannabis cultivation and acceptable social norms around cannabis use.
In a 2021 survey by the Humboldt Allies for Substance Use Prevention, a community coalition that is currently funded by a Drug-Free Communities grant, 131 participants agreed cannabis is a “big issue” for young people in Humboldt County. Survey participants communicated the need to provide young people with alternative activities to using alcohol and other drugs. Survey participants also conveyed the need for young people to be engaged in more frequent prevention education about alcohol and other drugs.
This funding will allow additional support and expand local activities in the areas of youth cannabis education and prevention in Southern Humboldt. DHHS Substance Use Prevention (SUP) intends to contract with a community organization currently working with the target populations in Southern Humboldt to achieve grant deliverables. SUP’s Health Education Specialists (HES) will work collaboratively within the spectrum of prevention and provide activities and services to Southern Humboldt Joint Unified School District to strengthen individual knowledge and skills, promote community and provider education, foster coalitions & networks, and foster organizational change. These activities include in-school cannabis prevention & awareness programs, Photo Voice facilitator trainings, small group and individual counseling, extracurricular activities for at-risk youth such as hiking, local beach trips, and summer programming, staff and facility trainings, media campaigns, evidence-based school policy development around cannabis use among students, and parent/caregiver/guardian cannabis education and prevention education opportunities.

Narrative Explanation of Financial Impact:
Approval of this grant agreement # 22-11114 with CDPH allows DHHS - Public Health to be reimbursed a maximum of $600,000 in fund 1175, Budget Unit 452001 - Substance Use Prevention Program for the period of July 1, 2023, through June 29, 2026. This grant was not anticipated and requires a supplemental budget in the amount of $203,774 for fiscal year (FY) 2023-24. The additional $3,774 annually will be funded by State Health Realignment funds. Funds for FY 2024-25 and 2025-26 will be included in the annual budget process.
STAFFING IMPACT:
Narrative Explanation of Staffing Impact:
Acceptance of this grant will help maintain current staffing levels in the Substance Use Prevention program in the Healthy Communities Division of DHHS Public Health. Activities planned through this funding will complement and expand upon existing services currently funded through grants that are expiring.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework priority of protecting vulnerable populations, creating opportunities for improved safety and health, reduce and/or eliminate substance abuse and opioid addiction in our community, providing community-appropriate levels of service.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose not to approve the recommendations; however, it would result in a loss of both funding and services to the County.
