RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. 1.Approve the attached Professional Services Agreement by and between the County of Humboldt and California Department of Public Health (CDPH) for the amount of $365,344.48 for fiscal years (FY) 2025-26 through 2026-27; and
2. 2.Authorize the Department of Health and Human Services (DHHS)- Public Health Director, or a designee thereof, to execute the attached Professional Services Agreement by and between the County of Humboldt and California Department of Public Health (CDPH) for FY 2025-26 through 2026-27; and
3. 3.Authorize the DHHS - Public Health Director, or a designee thereof, to execute any and all subsequent amendments, certifications, attestations and documents directly associated with the attached Professional Services Agreement with CDPH after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
In 2023, CDPH, Center for Laboratory Sciences (CLS) announced the intent to award local assistance funds to the Humboldt County DHHS - Public Health Laboratory for Microbiologist (PHM) training activities. In recognition of ongoing Public Health Laboratory personnel shortages and need to increase training programs, the Budget Act of 2022 (AB 178, Section 143, Item 4265-111-0001, Provision 17) appropriated funds to local agencies to increase the number of Public Health Microbiologist (PHM) Trainees in California. CDPH is committed to working to expand this training collaboratively with the California Association of Public Health Lab Directors (CAPHLD), California Conference of Local Health Officers (CCLHO), the County Health Executives Association of California (CHEAC), and the Public Health Equity and Readiness Opportunity (HERO) Initiative. The state has been contracting with DHHS -Public Health since 2023 for the HERO Initiative.
Funding may be used for both training and travel costs supporting one PHM trainee. These PHM Training funds shall be used in collaboration with the CAPHLD PHM Training Program for the implementation of activities to provide the twenty-six weeks (1,040 hours) of PHM training required by CDPH Laboratory Field Services to be consistent with California Code of Regulations (CCR), Title 17, Sections 1079-1080.
State Standard Agreement #25-10535 is coming before your Board retroactively after the start date due to receipt from CDPH in mid-October.

Narrative Explanation of Financial Impact:
Approval of the two-year State Standard Agreement #25-10535 will allow DHHS - Public Health to be reimbursed up to $365,344.48 for the period between July 1, 2025, and June 30, 2027, in Fund 1175, Budget Unit 435, Public Health Laboratory for training and related travel for one Public Health Microbiologist Trainee. This revenue and expense were anticipated in the FY 2025-26 county budget and will be included in the FY 2026-27 budgets.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may decide to not approve the State Standard Agreement from CDPH. However, it is not recommended as the Public Health Laboratory would lose funding for workforce development.
