RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached supplemental budget in Fund 1120, Budget Unit 287102, Economic Development in the amount of $288,305.84 (4/5 vote required);
2. Approve and authorize the Workforce Development Board’s Executive Director, or designee, to sign the Professional Services Agreement between the County Administrative Office Economic Development Division and Westside Community Improvement Association (WCIA) as well as subsequent contract amendments;
3. Approve and authorize the Workforce Development Board’s Executive Director, or designee, and the Department of Health and Human Services Director, or designee, to sign the Memorandum of Understanding (MOU) between the County Administrative Office Economic Development Division and the Department of Health and Human Services Employment Training Division (DHHS ETD) as well as subsequent contract amendments; and
4. Approve and authorize the Workforce Development Board’s Executive Director, or designee, to sign the subgrantee agreement between FCC and HCWDB as well as subsequent contract amendments.

DISCUSSION:
In 2017, California Legislature approved Assembly Bill 1111, the Removing Barriers to Employment Act, establishing the Breaking Barriers to Employment Initiative. In 2018 Senate Bill 856 appropriated $15,000,000 in state general funds to implement the Removing Barriers to Employment Act. Then in 2021, Assembly Bill (AB) 628, Removing Barriers to Employment Act, and with Senate Bill (129, appropriated $25,000,000 to expand the Breaking Barriers to Employment Initiative (Breaking Barriers) to be administered by Foundation for California Community Colleges (FCCC) on behalf of the California Workforce Development Board (CWDB).
The HCWDB was awarded $288,305.84 from FCCC to provide intensive, paid, vocational and job skills training, including necessary certification, to justice-involved participants that focuses on the skills that lead to long-term employment, with a goal to reduce recidivism within Humboldt County and increase rehabilitative services offered. The program will include:
• Assessment of individual’s program readiness and appropriateness for paid vocational training; and
• Classroom-based instruction and industry certifications; and
• Hands-on training in multiples trades related to building restoration and repair; and
• Assistance with systems navigation services; and
• Financial literacy coaching; and
• Introducing participants to local employers and supporting participants in networking for career opportunities; and
• Job placement and career pathway advice and assistance; and
• Follow-up support once participants are employed.
Direct program implementation will occur through subcontractors. The subcontracts with partner agencies are listed below:
Professional Services Agreement with Westside Community Improvement Association (WCIA)
WCIA will provide Case Navigators for formally incarcerated individuals to assist them with connecting to local community resources. This will help participants obtain long-term stabilization by helping them secure the aforementioned training resources, classes, and certifications. These services align with the California Strategic Workforce Development Plan policy strategies for organizing regionally, integrated service delivery and braided resources, and successful sector strategies.
Memorandum of Understanding between County Administrative Office of Economic Development Division (EDD) and the Department of Health and Human Services, Employment Training Department (DHHS ETD)
This agreement is between two County of Humboldt agencies, State of California Employment Development Department (EDD) and Department of Health and Human Services Employment Training Department (DHHS ETD). DHHS ETD will provide case management services for Breaking Barriers participants. Case management will include intake, assessments, data tracking, and reporting through the CAL-E-GRANTS Salesforce platform. ETD will also provide job readiness resources to participants. These activities will coordinate a relationship between Humboldt County’s re-entry and workforce systems.

Narrative Explanation of Financial Impact:
The attached supplemental budget will increase the Economic Development, Workforce Investment Budget Unit (1120-287102) by $288,305.84, which was awarded to the Humboldt County Workforce Development Board through the California’s Breaking Barriers to Employment Initiative. $58,578.64 of these funds will be transferred to the DHHS ETD and $229,727.20 will be transferred to the WCIA through the attached contractual agreements. Breaking Barrier funds will be issued to Budget Unit 1120287 through a reimbursement process, as outlined in the attached Subgrant Agreement

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve this agenda item. This alternative is not recommended as the activities conducted under these funds support the local and regional plan set forth by the Humboldt County Workforce Development Board. Furthermore, these funds bring much needed services to members of the community who face barriers to employment.
