That the Board of Supervisors:
1. Approve and authorize the Chair to execute the attached Health Officer agreement with Ian P. Hoffman, MD, MPH for services for the remainder of FY 2020-21, through Jan. 1, 2022.

DISCUSSION:
Pursuant to Health and Safety Code section 101000 and Government Code section 24000, subdivision (s), counties are required to maintain a Health Officer. The Health Officer is required to enforce and observe 1) Board orders and ordinances pertaining to public health matters, quarantines and regulations; 2) orders, including quarantine and other regulations prescribed by the California Department of Public Health; and 3) statutes relating to public health. The Health Officer is further required to implement measures to prevent the spread of communicable diseases such as tuberculosis and COVID-19.
Dr. Teresa Frankovich, MD has served as Humboldt County’s Health Officer since Jan. 28, 2020, serving the community through the COVID-19 pandemic. Dr. Frankovich has since announced the desire to resign, prompting the recruitment for a Health Officer.
The county initiated a recruitment. After a multi-panel interview process, including stakeholders, the Department of Health and Human Services (DHHS) Director, Public Health Director, and your Board of Supervisors, your Board selected Dr. Ian P. Hoffman, MD, MPH to be designated and employed by the county as the new Humboldt County Health Officer.
This agreement before your Board today authorizes DHHS to maintain Dr. Hoffman’s services as Humboldt County’s Health Officer effective upon signature by Chair of the Board, through Jan.1, 2022.
FINANCIAL IMPACT:
The Health Officer position is included in Fund 1175, Budget Unit 400 - Administration. The full-time equivalent (FTE) of the position is 1.0 FTE, and the salary, as specified in Exhibit A of the attached agreement, is $95.98 per hour. The agreement provides that the Health Officer’s salary shall be adjusted by the same amount granted to management employees. The annual salary amount has accounted for scheduled pay increases for the remainder of FY 2020-21 through Jan. 1, 2022. This agreement before your Board today authorizes DHHS to maintain Dr. Hoffman’s services as Humboldt County’s Health Officer effective upon signature by Chair of the Board, through Jan. 1, 2022. The annual cost of the Health Officer position, including benefits, will be approximately $298,098. The annual salary for the agreement before your Board today was included in the Fiscal Year (FY) 2020-21 county budget, and will be included in the FY 2021-22 county budget process.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Your Board may choose to not approve the agreement. However, this is not recommended, as the County is required to maintain a Health Officer pursuant to Health and Safety Code section 101000 and Government Code section 24000, subdivision (s).
