RECOMMENDATION(S):

Recommendation

That the Board of Supervisors approve the Agreement between County of Humboldt and the Cher-Ae Heights Indian Community of the Trinidad Rancheria for reimbursement of deputy recruit training costs; and authorize the Board of Supervisors Chair to sign two (2) original copies of the Agreement and all amendments, extensions or revisions to the document for the term of the agreement.

DISCUSSION:

The Sheriff’s Office and the Cher-Ae Heights Indian Community of the Trinidad Rancheria (Trinidad Rancheria) wish to collaborate for provision of law enforcement services in the Trinidad Rancheria.  To further that goal, the Trinidad Rancheria wishes to reimburse the county for the cost of the Basic Police Academy and the Sheriff’s Office Field Training Program for a deputy sheriff, including salary and the costs of associated equipment.  It is the parties’ intent that upon completion of the training programs the deputy sheriff would provide law enforcement services in the Trinidad Rancheria (which shall be the subject of a separate agreement).  The Sheriff’s Office currently has several deputy sheriff recruits that began their Basic Policy Academy in July 2018.  One of those deputy sheriff recruits will be identified for the attached agreement (Attachment 1).  The anticipated graduation date for the training programs is April 20, 2019. 

 

This agreement was originally dated September 1, 2018 in anticipation of the agreement coming to the Board of Supervisors prior to that date.   

 

FINANCIAL IMPACT:

The Trinidad Rancheria will cover all costs associated with the fulfillment of the agreement.  There will be no additional personnel added and no additional impact to the General Fund.   

 

This agenda item meets the Board of Supervisors Strategic Plan by helping to build inter-jurisdictional and regional cooperation and to enforce laws and regulation that protect all residents of Humboldt County.

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board of Supervisors may choose not to approve the agreement, however, this is not recommended.  If not approved, the sole responsibility for law enforcement activities on the Trinidad Rancheria will fall to the Sheriff’s Office, requiring additional county-funded deputies at the county’s expense.
