RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve Agreement Number EMW-2021-PU-00124 (Attachment 1) between the Humboldt County Sheriff's Office (HCSO) and the U.S. Department of Homeland Security;
2. Authorize the Chair of the Board, Sheriff, Undersheriff and Deputy Director Sheriff’s Administration to sign Agreement Number EMW-2021-PU-00124 (Attachment 1), and to execute all necessary contracts and agreements and amendments thereto, in the name of the County of Humboldt, and all other certifications, assurances, Memorandums of Understanding, or documents required by the Department of Homeland Security, such authorization shall be retroactive to Sept. 7, 2021, to facilitate documents that needed to be signed timely for this grant;
3. Approve the creation of 10-digit org key 1100-221901 “DHS Port Security Grant”; and
4. Approve the supplemental budget (Attachment 2) for the Port Security Grant Program budget unit 1100-221901 in the amount of $315,000 (4/5 vote required).

DISCUSSION:
Each year the U.S. Department of Homeland Security (DHS) makes funding available to reimburse agencies for certain expenditures related to Port Security Projects. HCSO has received notice of approval for $315,000 to purchase a patrol boat and ancillary items. The grant is for the time of Sept. 1, 2021, to Aug. 31, 2024.
The patrol boat purchase will be done through the Request for Proposal (RFP) process. The purchase of this boat will enable the HCSO to enhance its response on and near waterway accessed locations to emergencies and emergent threats, to expand patrol capabilities, conduct search, rescue, and recovery efforts, and other policing activities.
FINANCIAL IMPACT:
The supplemental budget request (Attachment 2) recognizes $236,250 of grant revenue and a grant match of $78,750 from HCSO’s State Asset Forfeiture Account 3642. These grant funds are provided for the specific purpose of purchasing the patrol boat and ancillary items.
STRATEGIC FRAMEWORK:
This action supports your Board’s Strategic Framework by seeking outside funding sources to benefit Humboldt County needs.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could deny the request to accept U.S. Department of Homeland Security funds however, this is not recommended as these funds are integral to the enhancement to, and benefit of, the county's boating programs and emergency response on the water and waterway nexuses.
