Recommendation
That the Board of Supervisors approve, and authorize the Chair of the Board to execute, the attached first amendment to the mental health organizational provider services agreement with Changing Tides Family Services regarding the provision of children’s specialty mental health treatment services, therapeutic behavioral services and intensive home based services for the period of July 1, 2018 through June 30, 2020; and Direct the Clerk of the Board to return two (2) fully executed original copies of the attached first amendment to the Department of Health and Human Services - Contract Unit.

DISCUSSION:
The Board of Supervisors has authorized the Department of Health and Human Services - Mental Health (“DHHS - Mental Health”) to operate the County of Humboldt’s Mental Health Plan. The provision of specialty mental health treatment services to all Medi-Cal beneficiaries residing in Humboldt County that meet necessary criteria is, and will remain, the responsibility of DHHS - Mental Health. Therefore, since April 1998, DHHS - Mental Health has contracted with qualified specialty mental health providers, including, Changing Tides Family Services, who have historically served Medi-Cal beneficiaries residing in Humboldt County. DHHS - Mental Health has established a provider network with in-county as well as out-of-county providers for referrals of Medi-Cal beneficiaries residing in Humboldt County to ensure that such beneficiaries have a choice of appropriate providers.
On June 26, 2018 (item C-25), the Board of Supervisors approved the current mental health organizational provider services agreement with Changing Tides Family Services, an in-county organizational provider, for the period of July 1, 2018 through June 30, 2020. The attached first amendment to the mental health organizational provider services agreement with Changing Tides Family Services expands the scope of services provided thereunder to allow for the provision of intensive care coordination services.
Accordingly, DHHS - Mental Health recommends that the Board approve, and authorize the Chair of the Board to execute, the attached first amendment to the mental health organizational provider services agreement with Changing Tides Family Services regarding the provision of children’s specialty mental health treatment services, therapeutic behavioral services and intensive home based services for the period of July 1, 2018 through June 30, 2020.
FINANCIAL IMPACT:
The mental health organizational provider services agreement with Changing Tides Family Services has a maximum amount payable of Four Million Eight Hundred Thousand Dollars ($4,800,000.00) for fiscal years 2018-2019 through 2019-2020. In no event shall the maximum amount paid under the mental health organizational provider services agreement with Changing Tides Family Services exceed Two Million Four Hundred Thousand Dollars ($2,400,000.00) per fiscal year for fiscal years 2018-2019 and 2019-2020. The attached first amendment will not increase the maximum amount payable for services rendered, and costs and expenses incurred, pursuant to the terms and conditions of the mental health organizational provider services agreement with Changing Tides Family Services.
Expenditure appropriations related to the attached first amendment to the mental health organizational provider services agreement with Changing Tides Family Services have been included in the approved fiscal year 2018-2019 budget for DHHS - Mental Health Administration budget unit 1170-424. As a result, approval of the attached amendment will not impact the Humboldt County General Fund.
The recommended actions support the Board of Supervisors’ Strategic Framework by providing opportunities for improved safety and health, protecting vulnerable populations and providing appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could choose not to approve the attached first amendment to the mental health organizational provider services agreement with Changing Tides Family Services regarding the provision of children’s specialty mental health treatment services, therapeutic behavioral services and intensive home based services to eligible Medi-Cal beneficiaries residing in Humboldt County. However, this alternative is not recommended since it would require DHHS - Mental Health to directly provide the intensive care coordination care services set forth therein, which is not feasible at this time.
