RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the agreement with Shaw Yoder Antwih Schmelzer & Lange for state advocacy services;
2. Approve the agreement with Paragon Government Relations for federal advocacy services;
3. Authorize the Chair to execute two copies of the agreements (Attachments 1 and 2); and
4. Direct the Clerk of the Board to route one fully executed copy of each agreement to the County Administrative Office.

DISCUSSION:
Shaw Yoder Antwih Schmelzer & Lange (SYASL), formerly Shaw/Yoder/Antwih, Inc., has been providing state legislative advocacy services for the county for a number of years. Paragon Government Relations (formerly Waterman & Associates) has been providing federal legislative advocacy services for the county since 2011. These advocacy services include but are not limited to advising the county on matters concerning legislation and pending legislation and advocating on the county’s behalf in Sacramento and Washington D.C. on a year-around basis. The services included in each contract benefits the county by expediting communications with county staff regarding changes in priority issues and representing the interests of the county in Sacramento and Washington D.C.
On Sept. 20, 2016 your Board authorized the Chair to execute 3-year contracts with each above firm, expiring in December 2019. The proposed contracts are for another 3-year term and include 3 percent annual increases.
FINANCIAL IMPACT:
The value of the SYASL contract is $25,008 for 2020; $25,824 for 2021; and $26,676 for 2022. The value of the Paragon contract is $67,440 for 2020; $69,480 for 2021; and $71,520 for 2022. Each of these contracts will be paid for from the County Administrative Office - Management & Budget Team budget unit (1100-103). Funding will come from the General Fund. Staff will return at First Quarter with a supplemental budget request to provide for the increase in costs.
