RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the donation of $500.00 Presentation Honorarium; and
2. Accept the donation of an Overdose Aid Kit; and
3. Authorize the Department of Health and Human Services (DHHS)- Public Health Branch Director to accept the donation of an Overdose Aid Kit (OAK).; and
4. Direct the Auditor Controller to deposit the donation of $500 Presentation Honorarium into the DHHS- Public Health Fund (1175), Budget Unit (452).

DISCUSSION:
In June 2025, the DHHS - Public Health Branch, Substance Use Prevention (SUP) staff began working with The Clinton Foundation (TCF). One of TCF’s recent initiatives has been in overdose prevention with a focus on naloxone distribution and education. As of today, the organization has distributed over 998,000 doses of naloxone through their Overdose Response Network.
DHHS - Public Health Branch SUP became involved with TCF when the Department of Health Care Services (DHCS) recommended the County of Humboldt as TCF’s first rural California county to partner with because of DHHS - Public Health Branch SUP’s leadership in rural overdose prevention work. The project that DHHS - Public Health Branch SUP is assisting with is specifically aimed at engaging faith leaders in overdose prevention work through meetings and trainings from June 2025 through June 2026.
On Oct. 16, 2025, DHHS - Public Health Branch SUP staff presented at the Empowering Faith Leaders training series with 24 County of Humboldt faith leaders as a part of TCF’s work in this area. In recognition of DHHS - Public Health Branch SUP’s work at that event, the team lead, Katie Jo Slaughter, was offered an honorarium of $500, along with an OAK. The OAK, valued at $225, was offered to the program to continue with TCF’s overdose prevention initiative by providing a dedicated, accessible space for naloxone storage, and the $500 honorarium will be used to supplement DHHS - Public Health Branch SUP’s ongoing work in substance use prevention in the County of Humboldt. The OAK and the honorarium are brought to you today for a decision on whether to accept or reject the gifts, consistent with Government Code section 25355 and the Board’s Policy on Accepting Gifts and Donations.

Narrative Explanation of Financial Impact:
Acceptance of this donation will allow DHHS - Public Health Branch to have up to $500 of discretionary funds available to support with expenses that are not eligible for other grant reimbursement. Funds will be held in Public Health Fund (1175), Substance Use Prevention (452).
