RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve acceptance of the Byrne JAG Local Award for 2024 in the amount of $18,792; and
2. Approve and authorize the Chair to sign Resolution (Attachment 1) authorizing the Sheriff’s Office to submit the governing body resolution for the Byrne JAG 2024 program, accept grant funds, and sign any documents required for participation in the grant program; and
3. Approve the Supplemental Budget (Attachment 2) for Budget Unit 1100-221910 - Byrne JAG Local 2024 Grant to decrease the budget by $6,802 based on the actual award (4/5 Vote Required); and
4. Authorize the Chief Administrative Officer to sign the Edward Byrne Memorial Justice Assistance Grant Program Fiscal Year (FY) 2024 Local Solicitation Certifications and Assurances by the Chief Executive of the Applicant Government (Attachment 3); and
5. Authorize the Sheriff, Undersheriff or Sheriff’s Deputy Director of Financial and Support Services to sign all future amendments, terminations, extensions, and documents directly related to the Edward Byrne Memorial JAG Program Local Award 2024 upon review of County Counsel, Risk Management, and the County Administrative Office; and
6. Direct the Clerk of the Board to return completed and signed copy of the Resolution and Certifications and Assurances by the Chief Executive to the Sheriff’s Office, Attention: Julie Martin for submittal to funding agency.

DISCUSSION:
The Edward Byrne Memorial Justice Assistance Grant (JAG) program was authorized under 34 U.S.C. §§ 10151 - 10158 to provide funding to state and local jurisdictions. Some of the program’s focus areas are: law enforcement, prosecution, indigent defense, courts, crime prevention and education, and corrections and community corrections. This funding is offered through annual solicitations. The Humboldt County Sheriff’s Office (HCSO) has been awarded JAG funding under different programs for many years. The 2018 grant cycle was the first time the Sheriff’s Office applied for and received funding under the Local Solicitation and has applied for and received funding ever since.
HCSO has been awarded the JAG Program Local Grant 2024 to improve Deputy safety and wellness by purchasing “Outer Carrier” vests, also known as “Load Bearing Vest”. These vests will replace the traditional duty belts for Deputies with four years of services or more purchasing up to the allowable amount of funds. These vests reduce strain on the lower back and hips by dispersing equipment weight on the torso. These vests also provide greater mobility and offer more efficient gear placement. HCSO received the maximum allowable award amount for this year of $18,792 and there is no match requirement need for this grant. It is anticipated that these funds will purchase approximately 24 outer carriers.

Narrative Explanation of Financial Impact:
HCSO has been awarded the Byrne JAG Local program since 2018. This funding is offered through annual solicitations. Each year the HCSO has received between $16,700 and $25,000. This year’s award allocation is $18,792. Since this is an annual award with a maximum funding of $25,000, the maximum amount was budgeted under Special Departmental Expense (2123) during the FY 2024-25 budget planning process. The supplemental budget is to reduce expenses and state/federal Funds from $25,000 to the amount of award $18,792 for Budget Unit 1100221910 and also appropriate the expense funds from Special Departmental Expense (2123) to Clothing and Personal (2103). There is no match requirement for this grant.
