RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Waive the requirements of the Humboldt County Nuclear-Free Ordinance with regard to the attached memorandum of understanding with Partnership HealthPlan of California;

2.                     Approve, and authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute, the attached memorandum of understanding with Partnership HealthPlan of California regarding implementation of a Behavioral Health Integration Incentive Program in Humboldt County for the period of Jan. 1, 2021 through Dec. 31, 2022; and

3.                     Authorize the Department of Health and Human Services - Behavioral Health Director, or a designee thereof, to execute any and all subsequent amendments to the attached memorandum of understanding with Partnership HealthPlan of California, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:

The California Department of Health Care Services has developed the Behavioral Health Integration Incentive Program for the purpose of improving physical and behavioral health outcomes, efficiency in the delivery of care and patient experiences by integrating and coordinating the provision of primary care, behavioral health and substance use disorder treatment services. Partnership HealthPlan of California is a nonprofit community-based healthcare organization that contracts with the State of California to provide Medi-Cal services in 14 counties throughout Northern California under a County Organized Health System model. The California Department of Health Care Services and Partnership HealthPlan of California have partnered to administer Behavioral Health Integration Incentive Program funding to approved applicants.

 

In November 2020, the Humboldt County Department of Health and Human Services - Behavioral Health (DHHS - Behavioral Health) was notified that its Behavioral Health Integration Incentive Program proposal had been approved. The attached memorandum of understanding with Partnership HealthPlan of California will allow DHHS - Behavioral Health to implement a project redesign and infrastructure development project that is designed to provide culturally appropriate services and housing to individuals with co-occurring disorders and transition-aged youth for the period of Jan. 1, 2021 through Dec. 31, 2022. Linkages between behavioral health treatment provided by DHHS - Behavioral Health and medication-assisted treatment services provided by Aegis Treatment Centers, LLC, and/or Humboldt Open Door Clinic, will be provided through the hiring of a substance use navigator and the oversight of a Behavioral Health Project Oversight Team. 

 

Accordingly, DHHS - Behavioral Health recommends that the Board approve, and authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute, the attached memorandum of understanding with Partnership HealthPlan of California regarding implementation of a Behavioral Health Integration Incentive Program in Humboldt County for the period of Jan. 1, 2021 through Dec. 31, 2022.  It is also recommended that the Board authorize the DHHS - Behavioral Health Director, or a designee thereof, to execute any subsequent amendments to the attached memorandum of understanding with Partnership HealthPlan of California, after review and approval by County Counsel, Risk Management and the County Administrative Office, in order to avoid any delays in the implementation of a Behavioral Health Integration Incentive Program in Humboldt County.  

 

FINANCIAL IMPACT:

Upon approval and execution of the attached memorandum of understanding with Partnership HealthPlan of California, DHHS - Behavioral Health will receive Behavioral Health Integration Incentive Program funding in an amount not to exceed $344,731 for the period of Jan. 1, 2021 through Dec. 31, 2022. Expenditure appropriations related to the attached memorandum of understanding with Partnership HealthPlan of California have been included in the approved fiscal year 2020-21 budget for DHHS - Substance Use Disorder budget unit 1180-425. As a result, approval of the attached memorandum of understanding with Partnership HealthPlan of California will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by protecting vulnerable populations, creating opportunities for improved safety and health and providing community-appropriate levels of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached memorandum of understanding with Partnership HealthPlan of California regarding implementation of a Behavioral Health Integration Incentive Program in Humboldt County.  However, this alternative is not recommended since it will limit DHHS - Behavioral Health’s ability to provide culturally appropriate services and housing to eligible Medi-Cal beneficiaries residing in Humboldt County.
