RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve the attached revised plans and specifications for the Manila State Route 255 Shared Use Pathway Project;

2.                     Authorize the Humboldt County Public Works Director to award the construction contract for the Manila State Route 255 Shared Use Pathway Project to the lowest responsive bidder following completion of the bidding process; and

3.                     Authorize the Humboldt County Public Works Director to execute a project agreement with the lowest responsible bidder following submittal of the appropriate bonds and insurance.

DISCUSSION:

On Oct. 26, 2021, the Board of Supervisors approved the plans and specifications for the Manila State Route 255 Shared Use Pathway Project. Advertisement of this project was delayed by the need to receive construction authorization from Federal Highway Administration.  On Nov. 12, 2021, the Humboldt County Public Works Department received notification from the California Department of Transportation (“Caltrans”) that construction authorization had been approved. The project was advertised for bidding on Nov. 15, 2021, with bid opening scheduled for Dec. 14, 2021.

 

The California Transportation Commission (“CTC”) is currently reviewing the reduced scope of work that is included in the attached revised plans and specifications for the Manila State Route 255 Shared Use Pathway Project. The contract will be awarded only if the CTC approves the scope change.  The construction contract related to the Manila State Route 255 Shared Use Pathway Project must be awarded by Dec. 31, 2021, in order to comply with applicable CTC requirements, which precludes bringing the construction agreement back to the Board for contract award because the Board only has meetings on December 7 and December 14. Due to this deadline, Public Works recommends that the Board authorize the Public Works Director to award the Manila State Route 255 Shared Use Pathway Project to, and execute the project agreement with, the lowest responsive bidder following completion of the bidding process and submittal of the appropriate bonds and insurance. This recommended action will allow contract award before the Dec. 31, 2021, deadline.

 

FINANCIAL IMPACT:

The revised estimated construction cost for the Manila State Route 255 Shared Use Pathway Project is $1,174,450. The cost was reduced due to a scope change that reduced the extent of the bike path portion of the project.

 

The Active Transportation Program has allocated $1,358,000, and Caltrans has allocated $314,000, for a total construction budget of $1,672,000. Expenditure appropriations for the Manila State Route 255 Shared Use Pathway Project have been included in the fiscal year 2021-22 budget at revenue line 1710715-523192 and expenditure line 1710715-8947. As a result, the Manila State Route 255 Shared Use Pathway Project will not impact the Humboldt County General Fund.

 

STRATEGIC FRAMEWORK:

The recommended actions support the Board of Supervisors’ Strategic Framework by providing for and maintaining infrastructure.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board of Supervisors may choose to schedule a special meeting of the Board to award the contract for this project before the deadline of Dec. 31, 2021. However, this alternative is not recommended because the recommended action to authorize the Public Works Director to award the contract is believed to be more efficient.
