RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Approve the attached Professional Service Agreement by and between the County of Humboldt and the Boys and Girls Club of the Redwoods for fiscal years (FY) 2025-26 through 2026-2027; and
2. Authorize the Department of Health and Human Services (DHHS) - Public Health Branch Director, or a designee there of, to execute the attached Professional Services Agreement by and between the County of Humboldt and the Boys and Girls Club of the Redwoods for FYs 2025-26 through 2026-27; and
3. Authorize the DHHS - Public Health Branch Director, or a designee thereof, to execute any and all subsequent amendments, certifications, attestations and documents directly associated with the attached Professional Services Agreement with Boys and Girls Club of the Redwoods, after review and approval by County Counsel, Risk Management and the County Administrative Office.

DISCUSSION:
On Oct. 5, 2021, the Board of Supervisors adopted Resolution No. 21-102, authorizing the County of Humboldt DHHS - Public Health Branch to apply for, and accept, funding made available through the State Department of Parks and Recreation’s Outdoor Equity Grants Program.
The California Department of Parks and Recreation’s Outdoor Equity Grant Agreement with DHHS - Public Health was executed on Jan. 12, 2023, for FYs 2021-22 through 2026-27. The purpose of the grant is to increase the ability of residents in underserved communities to participate in outdoor experiences at state parks and other public lands, with an emphasis on students eligible for free or reduced-price meals, foster youth and students of limited English proficiency.
DHHS - Public Health developed a work plan for the execution of the grant that prioritizes engaging with youth in the Eureka City School system, while partnering with local non-profit businesses to collaboratively achieve grant deliverables. The Boys and Girls Club of the Redwoods (BGCR) is in a unique position where they can support the Outdoor Equity Grant goals because they are an organization that focuses on the same population of youth and has the staffing and access to transportation necessary to take youth on outdoor trips throughout Humboldt County. Without BGCR’s collaboration, DHHS-Public Health might not complete the total number of Outdoor Equity trips required by the grant deliverables due to reduced DHHS - Public Health staff availability for these trips.

Narrative Explanation of Financial Impact:
This agreement will be fully funded through the California Department of Parks and Recreation’s Outdoor Equity Grants Program. The maximum amount of the agreement is $80,000 over the term of July 1, 2025, through June 30, 2027. The amount of $40,000 for FY 2025-26 was included in the annual budget process in Nutrition & Physical Activity (1175433).
