STRATEGIC PLAN:

Strategic Plan Category:  1001 -Support and sustain partnerships between public safety and partner agencies to enhance public safety in our communities

DISCUSSION:

The Boys and Girls Club of the Redwoods (BGCR) opened its doors in 1938 and currently serves 4,000 young people across four site-based programs in Humboldt County. Their mission is to empower youth to reach their full potential as responsible, caring, and productive citizens through professionally led programs activities. Many of the youth served are system-impacted and thus the mission can only be achieved by providing comprehensive prevention, diversion and wraparound support services. This agreement provides juvenile delinquency prevention and diversion services through their Teen Court and Teen Lounge programs.

Teen Court is a youth-centered restorative justice diversion program for first time offenses and serves youth ages 11 through 18 across Humboldt County. Teen Court provides alternatives to traditional disciplinary actions and legal responses by focusing on concepts such as accountability, harem reduction, and connection.

In addition to Teen Court Hearings, other programs include: YOUth Choose which is a one-on-one brief substance early intervention program, Attendance Council which is a school-based program that works with youth who are at risk of being referred to the School Attendance Review Board (SARB), Volunteer Program which is the opportunity for youth to volunteer where they can receive training in various topics such as communication, harm reduction, restorative practices, health living and other relevant topics.

Lastly, Teen Lounge will provide individualized wraparound services working with youth before and after their Teen Court experience as well as providing mentoring, peer and staff support groups, college preparatory counseling, staple clubs, professional development workshops, community partner visits and facilitated prosocial activities.

The Boys and Girls Club of the Redwoods made a formal proposal at the April 2, 2026, Multi-Agency Juvenile Justice Coordinating Council (MAJJCC) meeting to request funding for the next three fiscal years. The motion was passed, with an approved amount of $216,000 per fiscal year, for a total of $432,000.

Narrative Explanation of Financial Impact:

The attached agreement has a total payable amount of $432,000 for the period of July 1, 2026, through June 30, 2028. However, in the event local, state or federal funding is reduced the county may reduce the maximum amount payable or terminate the agreement.

Expenditure appropriations related to this agreement has been included in the FY 2026-27 budget for the Probation Department - Juvenile Justice Crime Prevention Act budget unit (1100-202).

Funding for the attached professional services agreement with Two Feathers Native American Services is available through the trust fund balance (Fund No. 3741-000-810515) comprised of unspent Juvenile Justice Crime Prevention Act (JJCPA) growth payments from prior years and has been allocated in the budget for Fiscal Year 2026-27. Therefore, no supplemental budget is required at this time. This agreement has no impact on the General Fund and is fully funded with JJCPA dollars.

STAFFING IMPACT:

Narrative Explanation of Staffing Impact:

Approval of the attached professional services agreement with Boys and Girls Club of the Redwoods will not impact current staffing levels.

OTHER AGENCY INVOLVEMENT:

Boys and Girls Club of the Redwoods

ALTERNATIVES TO STAFF RECOMMENDATIONS:

The Board may opt not to approve this agreement, however, that is not recommended as MAJJCC voted to recommend all proposals for this funding which were received. MAJJCC would have to open another round of funding and consider any proposals received at either the quarter 2 or quarter 3 meeting which would delay or limit much needed juvenile diversion and juvenile delinquency services in the community. The Boys and Girls Club of the Redwoods has been a valuable long-term partner to Humboldt County Probation through their  provision of juvenile diversion and juvenile delinquency prevention services.
