DISCUSSION:

As amended by the Family First Prevention Services Act (FFPSA), Section 672(k)(4)(F) of Title 42 of the United States Code, requires six months of aftercare services to be provided to youth exiting Qualified Residential Treatment Programs (QRTPs). California operationalized FFPSA’s mandate in Welfare Institutions (WIC) Code 4096.6, which states that by October 1, 2021, each county child welfare agency, probation department, and mental health plan will jointly provide, arrange for, or ensure the provision of the six months of aftercare services for youth and nonminor dependents transitioning from a Short-Term Residential Therapeutic Program (STRTP) to a family-based setting.  Aftercare support in California will, by October 1, 2022, utilize California’s High-Fidelity Wraparound model.  High Fidelity Wraparound Services are a strengths-based planning process that occurs in a team setting to engage with children, youth, and their families. 

 

To meet this mandate, the County of Humboldt (“County”), by and through its Department of Health and Human Services - Behavioral Health and Children’s Welfare Services is seeking approval to issue this Request for Proposals (“RFP”) to solicit Proposals from qualified professionals to provide High Fidelity Wraparound Services (“Services”) to eligible DHHS - BH and CWS clients, as well as potential clients involved in the Juvenile Probation system.

 

The Successful Proposer will be required to provide, in accordance with any and all applicable local, state and federal laws, regulations, policies, procedures, guidelines and standards, including, without limitation, any and all applicable provisions of the California High Fidelity Wraparound standards in ACIN I-52-15 <https://www.cdss.ca.gov/getinfo/acin/2015/I-52_15.pdf>.

 

The High Fidelity Wraparound Services will build on individual and family strengths to help families achieve positive goals and improve their well-being.  The High Fidelity Wraparound team develops a service plan that describes specific strategies for meeting the goal of returning children and youth in group home care to their homes and communities or help children at imminent risk of placement in high-end group homes to remain in their homes by identifying the needs of the family.

The Successful Proposer must have the ability to provide qualified and experienced staff to perform Services equivalent to those set forth in this RFP. This RFP is a non-binding solicitation and may be canceled by the County at any time.

 

The County may choose one or more successful proposers to contract with for High Fidelity Wraparound Services. 

 

FINANCIAL IMPACT:

On selection of Successful Proposer(s), agreement for DHH-Behavior Health Organizational Provider will be funded from Federal Financial Participation and State General Funds for Medi-Cal Specialty Mental Health Services and non-Federal matching funds from the State Block Grant for Families First Prevention Services Act.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could choose not to approve the issuance of the attached of Request for Proposal No. DHHS2022-03 High Fidelity Wraparound Services. However, this alternative is not recommended since it would require DHHS - Behavioral Health to directly provide the High Fidelity Wraparound Services, which is not feasible at this time.
