RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept the work of American Road Maintenance as substantially complete for the Murray Field Airport (EKA) Rehabilitation of Runway 12/30 AND Taxiway A Project No: AV-2024-01; and
2. Authorize the Interim Director of Aviation, or a designee thereof, to execute the attached Notice of Completion for Murray Field Airport (EKA) Rehabilitation of Runway 12/30 AND Taxiway A Project.

DISCUSSION:
On April 9, 2024, the Humboldt County Board of Supervisors (“Board”) approved the bid authorization for Murray Field Airport Runway 12/30 and Taxiway A Rehabilitation Project. The Project consisted of crack sealing/repairing, applying a surface treatment and remarking Runway 12/30, Taxiway A and the associated connector taxiways at the Murray Field Airport. In addition, there was a major crack on Runway 12/30 that was repaired as part of the project.
On Sept. 9, 2025, your Board authorized the acceptance of the Infrastructure Investment and Jobs Act Airport Infrastructure Grant Agreement No. 3-06-0072-021-2025 for the Murray Field Airport (EKA) Rehabilitation of Runway 12/30 and Taxiway A Project in the amount of $734,207 with a 5% cost share of $51,903 and awarded the project to American Road Maintenance for the contractual amount $684,850.
On Sept. 17, 2025, the county entered into a Professional Services Agreement with Lochner for the full design, construction oversight and project close out for Rehabilitate Murray Field Runway 12/30, Taxiway A and Taxiways A1-A4 Taxiways A1- A4 Project. Project number AV-2024-01 in the amount of $96,560.
American Road Maintenance substantially completed its contractual obligations on Dec. 17, 2025. Accordingly, the Murray Field Airport (EKA) Rehabilitation of Runway 12/30 AND Taxiway A Project can be accepted as complete in accordance with contract documents. The Board must accept the Murray Field Airport (EKA) Rehabilitation of Runway 12/30 AND Taxiway A Project prior to filing acceptance.
Following Board acceptance, the required Notice of Completion can be filed with the Humboldt County Recorder, and the mandatory thirty-five (35) day lien period can begin. Upon completion of the lien period, the County of Humboldt may release the payment retention, provided that no stop notices have been filed, and any remaining contract work has been completed.

FINANCIAL IMPACT:
The total cost for the Murray Field Airport (EKA) Rehabilitation of Runway 12/30 AND Taxiway A Project was $788,292.10. Design costs with the Murray Field Airport (EKA) Rehabilitation of Runway 12/30 and Taxiway A Project with Lochner totaled $96,560. The total executed contract amount with American Road Maintenance $684,850. Other non-contracted expenditures for the bid notice and independent fee estimate totaled $6,882.10.
Murray Field Airport (EKA) Rehabilitation of Runway 12/30 AND Taxiway A Project was funded through a combination of Federal Aviation Administration - Infrastructure Investment and Jobs Act Airport Infrastructure Grant at 95% reimbursement, $748,877.50, with a local match of 5%, $39,414.61. There are sufficient funds budgeted in the Aviation Capital Projects budget, 3539-170, in fiscal year 2025-26 for final project close out expenditures.
STAFFING IMPACT:
The action did not impact on current staffing levels.
OTHER AGENCY INVOLVEMENT:
None
ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to accept completion of the Murray Field Airport (EKA) Rehabilitation of Runway 12/30 and Taxiway A Project. However, this alternative is not recommended as American Road Maintenance has completed its contractual obligations and is therefore entitled to the release of retention at the conclusion of the thirty-five (35) day lien period.
