RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Receive and approve the attached plans and specifications for Ferndale Veterans Hall Americans with Disabilities Act Modification Project, Project Number 2022-802; and

2.                     Authorize the Clerk of the Board to advertise the above-referenced project as required by Section 22037 of the California Public Contract Code, with bids to be opened on Oct. 31, 2023 at 2 p.m.

DISCUSSION:

On Sept. 7, 2016, the County of Humboldt entered into a Consent Decree with the United States Department of Justice that required the commencement of the Humboldt County Americans with Disabilities Act (ADA) Compliance Project. The purpose of the Humboldt County ADA Compliance Project is to bring all facilities owned and/or leased by the County of Humboldt that provide programs, services and activities to the public into compliance with the ADA.  The Ferndale Veterans Hall ADA Modification Project is part of this compliance effort.

 

On Aug. 27, 2020, the County of Humboldt entered into a consultant services agreement with Whitchurch Engineering to design ADA improvements for the Ferndale Veterans Hall. The construction project consists of proposed ADA and deferred maintenance improvements to the building which includes three new accessible parking stalls, an accessible path of travel that links the public right of way to the facility’s accessible entrance, a new accessible ramp, addition of accessible service counters inside both the canteen and the kitchen and new accessible doors and hardware in multiple locations within the facility.

 

The construction schedule is expected to take approximately 120 calendar days and is anticipated to begin in December, 2023. The ADA Compliance Team worked with the Humboldt County Department of Public Works and the Ferndale Veterans on the design and specifications for this project. This project aligns with the 2020 Humboldt County Facilities Master Plan adopted by the Humboldt County Board of Supervisors (Board) on Oct. 20, 2020 and the ADA Compliance Plan adopted by the Bord on June 29, 2021.

The construction costs for the Ferndale Veterans Hall ADA Modification Project are estimated at $180,000. However, actual construction costs will not be known until the project has bid.  In fiscal year 2022-2023, the County of Humboldt paid $28,500 for design services and other project soft costs. The ADA Internal Service Fund (3552) has adequate funds in the Fiscal Year 2023-2024 budget to cover the estimated construction costs associated with the Ferndale Veterans Hall ADA Modification Project.  

 

STAFFING IMPACT:

The recommended actions will not impact current staffing levels.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board may choose not to approve the attached plans and specifications for the Ferndale Veterans Hall ADA Modification Project.  However, this alternative is not recommended since the Ferndale Veterans Hall was one of the facilities listed in the Consent Decree as having barriers to access and was scheduled for ADA modifications in the ADA Compliance Plan.
