RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve Cooperative Agreement No. 25-0067-000-SA for the Weighmaster Program contract with the California Department of Food and Agriculture-Division of Measurement Standards in the amount of $480; and

2.                     Authorize the Chair to sign the original agreement, and direct the Clerk of the Board to return all signed copies to the Agricultural Commissioner’s office for further processing; and

3.                     Grant a waiver from the provisions of the Nuclear Free Ordinance.

DISCUSSION:

The Agricultural Commissioner’s office receives annual subventions from the California Department of Food and Agriculture-Division of Measurement Standards (CDFA-DMS) to offset the local cost of enforcing certain state mandated programs. Cooperative Agreement No. 25-0067-000-SA provides funding for Humboldt County’s Weighmaster Program activities. CDFA-DMS will pay Humboldt County $240 for each completed initial inspection of an assigned junk dealer or recycler establishment licensed as a weighmaster to determine compliance with Business and Professions Code section 12703.1. An initial inspection is the first physical inspection in the fiscal year of a business location after renewal or issuance of a weighmaster license. The total allocation to the County for these inspections shall not exceed $480.

 

The waiver from the provisions of the Nuclear Free Ordinance is requested since the State of

California will not modify its cooperative agreements to accommodate local ordinances.

Narrative Explanation of Financial Impact:

Cooperative Agreement No. 25-0067-000-SA will provide $480 for the Humboldt County

Weighmaster Program in Fiscal Year (FY) 2025-26. Payment is made in arrears to Humboldt County based on invoices submitted after conducting inspections according to contract conditions. This revenue was included in the Agricultural Commissioner’s proposed FY 2025-26 budget in budget unit 1100-261.

 

STAFFING IMPACT:

There is no additional impact on staffing as work performed under the contract requirements is part of the staff’s normal workload.

 

OTHER AGENCY INVOLVEMENT:

N/A

 

ALTERNATIVES TO STAFF RECOMMENDATIONS:

Your Board could choose not to approve the agreement, however, that would prevent the county from receiving reimbursement for inspections conducted for the weighmaster program.
