Recommendation

That the Board of Supervisors:

1.                     Receive a verbal report from the Humboldt County Drought Task Force regarding the current status and impacts of drought in Humboldt County.

DISCUSSION:

The Humboldt County Drought Task Force was established on May 25, 2021, by the Humboldt County Board of Supervisors. The task force has been directed to explore and develop potential short, medium, and long-term actions for a coordinated, county-wide response as well as track local impacts resulting from drought.

 

Since its creations on May 25, 2021, the Drought Task Force has met to discuss local impacts and response strategies, providing regular updates to the Board of Supervisors and the community via formal reports and social and conventional media. Until directed otherwise, the Drought Task Force plans to provide routine reports to the Board of Supervisors as new information becomes available or as mitigation and/or response actions are identified.

 

 

FINANCIAL IMPACT:

There is minimal financial impact to receiving this report, and while staff costs for the Local Drought Task Force were not included in the Fiscal Year 2021-22 budget, participating departments have so far been able to carry out your Board’s direction related to the task force without additional funding.

 

On Oct. 19, 2021, Governor Newsom expanded the drought to all 58 counties, triggering the authorization of the California Disaster Assistance Act (CDAA), which is a potential source of financial assistance for counties, in this case, for temporary emergency supplies, drinking water, or water for sanitation purposes.

This action supports your Board’s Strategic Framework by creating opportunities for improved safety and health and enforcing laws and regulations to protect residents.
