Recommendation
That the Board of Supervisors:
1. Authorize North Coast Regional Department of Child Support Services (NCR DCSS) to obtain Originating Agency Identifier (ORI) for fingerprinting results of summary criminal history information for employment, licensing, or certification purposes.

DISCUSSION:
The NCR DCSS has a requirement to perform background checks on all potential employees, including requesting Live Scan Fingerprinting. NCR DCSS sends potential employees to the Humboldt County Sheriff’s Office (HCSO) for fingerprinting. The results are sent back to HCSO before being passed on to NCR DCSS. HCSO reached out to NCR DCSS to enquire about applying for an independent Originating Agency Identifier (ORI) to be sent the results directly and shorten the process. NCR DCSS and the HCSO would like to move forward with this change. With authorization granted by the Board of Supervisors, NCR DCSS could be assigned an ORI number. This would reduce the time it takes to offer new positions to applicants.
Penal Code Sections 11105(b)(11) and 13300(b)(11) require the city council, board of supervisors, or governing body of a city, county, district, or joint powers authorities to specifically authorize access to summary criminal history information for employment, licensing, or certification purposes.
FINANCIAL IMPACT:
HCSO will continue to bill NCR DCSS for the cost of Live Scan Fingerprinting. No change to the financial impact.
