Recommendation
That the Board of Supervisors:
1. Approve the recommended allocations of funding made available through the Homeless Housing, Assistance and Prevention Program;
2. Authorize the Department of Health and Human Services Director, or a designee thereof, to enter into contract negotiations with the selected organizations; and
3. Direct the Clerk of the Board to provide the Department of Health and Human Services - Contract Unit with one (1) fully executed, certified copy of the Board Order related to this item.

DISCUSSION:
On September 30, 2022, the California Interagency Council on Homelessness (“CalICH”) announced the availability of One Billion Dollars ($1,000,000,000.00) in noncompetitive block grant funds for the fourth round of the Homeless Housing, Assistance and Prevention (“HHAP”) Program. The HHAP Program is intended to allow cities, counties and local Continuums of Care to address immediate homelessness challenges throughout the state. As a result, HHAP Program funding may be used for a broad range of activities that are designed to assist people experiencing homelessness with obtaining and maintaining permanent housing, including all of the following:
• Rental assistance, housing relocation and stabilization, outreach, coordination, homelessness prevention and shelter diversion services;
• Operating subsidies in new and existing affordable or supportive housing units, emergency shelters and navigation centers;
• Security deposits, holding fees and other landlord incentives;
• Operational support related to the creation and maintenance of a homeless services and housing delivery system; and
• Capital improvements, including, without limitation, conversion of hotels or motels to permanent housing and construction of new navigation centers and emergency shelters based on demonstrated jurisdictional need.
Pursuant to the HHAP Program allocation formula, which is based on the proportionate share of the state’s total homeless population as reflected by a point-in-time count of people experiencing homelessness, CalICH allocated Two Million One Hundred Ninety Thousand Six Hundred Fifty-Eight Dollars and Eighty-Seven Cents ($2,190,658.87) to the Humboldt Housing and Homelessness Coalition (HHHC) and Two Million Fifty-Five Thousand Three Hundred Eleven Dollars and Sixty-Four Cents ($2,055,311.64) to the County of Humboldt. The HHHC authorized the County to file a joint application for the fourth round of HHAP Program funding on its behalf for a combined allocation of Four Million Two Hundred Forty-Five Thousand Nine Hundred Seventy Dollars and Fifty-One Cents ($4,245,970.51).
On November 29, 2022, the Humboldt County Board of Supervisors (“Board”) received a presentation by the Humboldt County Department of Health and Human Services (“DHHS”) regarding the HHAP Local Action Plan, and authorized the DHHS Director, or a designee thereof, to execute, and submit, any and all applications, agreements, amendments, certifications and other documents required or deemed necessary for the Department of Health and Human Services to apply for, accept and secure funding made available through the fourth round of the HHAP Program, after review and approval by County Counsel, Risk Management and the County Administrative Office.
On March 30, 2023, CalICH announced that Humboldt County had been awarded Four Million Two Hundred Forty-Five Thousand Nine Hundred Seventy Dollars and Fifty-One Cents ($4,245,970.51).
DHHS subsequently issued a Request for Proposals (“RFP”), which solicited proposals from qualified community organizations interested in working collaboratively with the County of Humboldt to implement various eligible projects that would be funded by the fourth round of HHAP Program funding, on September 6, 2023. DHHS received proposals from four (4) entities in response to the above-referenced RFP, which contained funding requests totaling Five Million Ninety-Six Thousand Ninety-Two Dollars and Eighty-Nine Cents ($5,096,092.89).
The funding requests received and evaluated by the RFP Evaluation Committee are as follows:
• Arcata House Partnership:
o Requested HHAP Program Allocation:
o Nine Hundred Fifty-Nine Thousand Six Hundred Ten Dollars ($959,610.00).
o Recommended Allocation: Three Hundred Thirty-Two Thousand Two Hundred Eleven Dollars and Sixty-Seven Cents ($332,211.67) in operating subsidies for the Annex “One-Stop” drop-in services center.
• City of Eureka:
o Requested HHAP Program Allocation: One Million Two Hundred Ninety-Seven Thousand Nine Hundred Forty-Eight Dollars ($1,297,948.00).
o Recommended Allocation: Six Hundred Thirty-One Thousand Four Hundred Seventy-Four Dollars ($631,474.00) for rental assistance, supportive services, interim housing and street outreach.
• Redwood Community Action Agency:
o Requested HHAP Program Allocation: Two Million Four Hundred Seventy-One Thousand Three Hundred Thirty Dollars and Eighty-Nine Cents ($2,471,330.89).
o Recommended Allocation: Seven Hundred Sixty-Seven Thousand Four Hundred Ninety-Five Dollars and Thirty-Nine Cents ($767,495.39) for rental assistance and supportive services. Two Hundred Nineteen Thousand Sixty-Five Dollars and Eighty-Nine Cents ($219,065.89) of the total is recommended to be dedicated to youth, and Five Hundred Forty-Eight Thousand Four Hundred Twenty-Nine Dollars and Fifty Cents ($548,429.50) is recommended for elder and dependent adults referred by DHHS - Adult Protective Services.
• Redwoods Rural Health Center:
o Requested HHAP Program Allocation: Three Hundred Sixty-Seven Thousand Two Hundred Four Dollars ($367,204.00).
o Recommended Allocation: Three Hundred Six Thousand One Hundred Thirty-Two Dollars and Sixty-Nine Cents ($306,132.69) for street outreach and supportive services.
Seven percent (7%) of the fourth round of HHAP Program Funding totaling Two Hundred Ninety-Seven Thousand Two Hundred Seventeen Dollars and Ninety-Three Cents ($297,217.93) may be set aside for administrative costs. DHHS recommends that the maximum amount allowed be set aside for administrative expenses. It is also recommended that the remaining HHAP Program funding totaling One Million Nine Hundred Eleven Thousand Four Hundred Nine Dollars and Eighty-Three Cents ($1,911,438.83) be set aside for the navigation/day center project in Eureka, and for homeless assistance projects operated by DHHS’s Housing, Outreach and Mobile Engagement Program and the Transition Age Youth Division.
Accordingly, DHHS and the RFP Evaluation Committee recommend that the Board approve the recommended allocations of HHAP Program funding, and authorize the DHHS Director, or a designee thereof, to enter into contract negotiations with the selected organizations.

The total cost of the recommended allocations of the fourth round of HHAP Program funding is Two Million Thirty-Seven Thousand Three Hundred Thirteen Dollars and Seventy-Five Cents ($2,037,313.75). Two Hundred Ninety-Seven Thousand Two Hundred Seventeen Dollars and Ninety-Three Cents ($297,217.93), or seven percent (7%), of the HHAP Program funds allocated to the County of Humboldt has been set aside to cover administrative costs incurred by DHHS. An additional One Million Nine Hundred Eleven Thousand Four Hundred Nine Dollars and Eighty-Three Cents ($1,911,438.83) in HHAP Program funding has been set aside for the navigation/day center project in Eureka, and for homeless assistance projects operated by DHHS’s Housing, Outreach and Mobile Engagement Program and the Transition Age Youth Division.
Revenue and expenditure appropriations related to the recommended allocations of the fourth round of HHAP Program funding have been included in the approved fiscal year 2023-2024 budget for DHHS - Social Services HOME budget unit 1160-520. As a result, approval of the recommended allocations of the fourth round of HHAP Program funding will not impact the Humboldt County General Fund.
STAFFING IMPACT:
Approval of the recommended allocations of the fourth round of HHAP Program funding will not impact current staffing levels.
