Recommendation
That the Board of Supervisors:
1. Approve the Supplemental Budget request for budget unit 1100-221940 - Off-Highway Vehicle Grant (Attachment 1) (4/5 vote required); and
2. Approve the Budget Transfer request from budget unit 1100-221 Sheriff Operations to 1100-221940 - Off-Highway Vehicle Grant (Attachment 2).

DISCUSSION:
The Humboldt County Sheriff’s Office (HCSO) has operated an Off-Highway Vehicle (OHV) program since 2000. The OHV program has provided a Deputy Sheriff position for patrol of both the beach and dunes management area, and the beaches to the north and south where off-highway vehicles are heavily used by the public and create a continuing enforcement problem.
For several years this program has been supported in part by grant funds from the California Department of Parks and Recreation Off-Highway Vehicle Grant Program, pursuant to the Off-Highway Motor Vehicle Act of 2003. The Sheriff’s Office was awarded $96,488 for the 2019-2020 G18 grant cycle. The grant requires a 25 percent match of $32,163 for a total grant value of $128,651. The board accepted the terms of this grant on May 28, 2019.
FINANCIAL IMPACT:
The California Department of Parks and Recreation Off-Highway Motor Vehicle Grant Program has awarded $96,488 as 75 percent of OHV program funding. A 25 percent match of $32,163 will be transferred from the Sheriff’s Operations General Fund Allocation in budget unit 1100-221 to the OHV Grant budget unit 1100-221940. A supplemental budget and a budget transfer are requested so grant spending may begin (Attachments 1 and 2).

ALTERNATIVES TO STAFF RECOMMENDATIONS:
Should the Board deny this request to create a supplemental budget and budget transfer, the Sheriff’s Office would be unable to spend OHV grant funds approved on May 28, 2019.
