Recommendation
That the Board of Supervisors:
1. Adopt the attached resolution authorizing an exception to the one hundred eighty (180) day wait period of the California Public Employees Retirement System for the employment of Patricia Sennott as a temporary retired annuitant Office Assistant II (class 0179B, salary range 308, step E) with the Humboldt County Department of Public Works, as necessary to fill a critically needed position.

DISCUSSION:
On Nov. 12, 2021, Patricia Sennott retired from her position as Office Assistant II (class 0179B, salary range 308, step E) with the Humboldt County Department of Public Works (“Public Works”), after over seven (7) years of service. Public Works anticipates that there will be a significant need for Ms. Sennott to provide continuity while new staff is hired and trained.
Ms. Sennott offered her availability to provide temporary employment, and Public Works requests to appoint her as a retired annuitant not to exceed nine hundred sixty (960) hours in the current fiscal year. The appointment of Ms. Sennott will provide department-wide support which will help ensure continuity of services.
Accordingly, Public Works recommends that the Board of Supervisors adopt the attached resolution authorizing an exception to the one hundred eighty (180) day wait period of the California Public Employees Retirement System, as required by California Government Code Section 7522.56(f)(1), for Ms. Sennott’s employment as a temporary retired annuitant Office Assistant II (class 0179B, salary range 308, step E) with Public Works.
FINANCIAL IMPACT:
Ms. Sennott will be hired as extra-help in her previous job class as an Office Assistant II (class 0179B, salary range 308, step E) with a designated wage assignment of $17.99 per hour. It is anticipated that Ms. Sennott’s temporary employment will begin on Dec. 13, 2021 and continue for the remainder of fiscal year 2021-22. Ms. Sennott will not work more than nine hundred sixty (960) hours for the current fiscal year. Ms. Sennott’s full-time salary and benefits have been included in the proposed fiscal year 2021-22 budget for Public Works Roads Administration budget unit 1200-320. As a result, adoption of the attached resolution will not impact the Humboldt County General Fund.

The recommended action supports the Board of Supervisors’ Strategic Framework by managing resources to ensure sustainability of services.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board may choose not to adopt the attached resolution authorizing an exception to the one hundred eighty (180) day wait period of the California Public Employees Retirement System as required by California Government Code Section 7522.56(f)(1). However, this is alternative is not recommended as it will result in Public Works experiencing reduced efficiencies and less-than-optimal levels of internal resources.
