RECOMMENDATION(S):

Recommendation

That the Board of Supervisors:

1.                     Approve and authorize the Chair to sign Governing Body Resolution No._____ (Attachment 1) authorizing the Humboldt County Sheriff’s Office (HCSO) to submit the grant proposal in the amount of $1,250,000 for the Medication-Assisted Treatment Grant Program, and if awarded, accept the grant funds and sign any documents required by Board of State and Community Corrections (BSCC) for participation in the grant program;

2.                     Authorize the Sheriff, Undersheriff or Deputy Director Financial and Support Services to execute all the necessary reimbursement claims, applications, contracts, and agreements and amendments thereto, in the name of the County of Humboldt, and all other documents required by the BSCC; and

3.                     Direct the Clerk of the Board to return completed and signed copy of the Governing Body Resolution to HCSO, Attention: Julie Martin for submittal to funding agency.

DISCUSSION:

HCSO will be submitting the grant application to enhance the capability of Humboldt County Correctional Facility (HCCF) to provide substance use disorder treatment to incarcerated inmates; the HCCF started a MAT program in 2022, and approximately 1074 inmates have been served since the inception of the program. The estimated patient load was initially 25 individuals. However, the program has grown exponentially and is now rapidly approaching double the patient load, with no signs of slowing down. This increase can be attributed to the popularity of opioid addiction treatment in a jail environment, as well as a well-established public policy and associated liability under the American Disabilities Act (ADA).

 

The grant program aims to supply funds to counties for the treatment of substance use disorders and medication-assisted treatment. Over the course of three years, the program's objective is to provide additional funds to offset the increasing expenses of the MAT program, which has seen a significant increase in patients due to the ongoing opioid epidemic. The grant will also create opportunities to expand substance use disorder services beyond the county jail by exploring new routes with narcotic treatment providers and increasing capacity for community-based, medication-assisted treatment and substance use disorder treatment services for justice-involved individuals. This will be achieved by enhancing care coordination and facilitating connections to medication-assisted treatment services after release from correctional facilities. Another requirement to support the grant's efforts is to create a data collection, reporting, and evaluation plan that Cal Poly Humboldt, California Center for Rural Policy, would administer.

 

If awarded, BSCC will fund a grant cycle beginning May 1, 2024, and ending on December 31, 2027.

Narrative Explanation of Financial Impact:

HCCF is applying for a 3-year grant for a total of $1,250,000.00. There is no additional general fund contribution request as there is no match required for this grant. If awarded, HCSO will bring forward a supplemental budget request to appropriate grant funds in fund 1100, budget unit 490 - Jail Medical.

 

STAFFING IMPACT:

HCSO has currently expanded staff time to research and submit the application. Funding may be used to request staffing as needed to administer the grant. Any staffing requests will be submitted with the FY2024-25 budget submission or brought back to your board for approval and allocation.

 

STRATEGIC FRAMEWORK:

This action supports your Board’s Strategic Framework priority of seeking outside funding sources to benefit Humboldt County needs , providing community-appropriate levels of service, and creating opportunities for improved safety and health.

ALTERNATIVES TO STAFF RECOMMENDATIONS:                     

The Board could deny the request to, if awarded, accept the grant funds. This is not recommended as these funds are integral for the continuation of the County's increasing need to expand the MAT program and provide continuity of substance use disorder treatments upon release from the correctional facility to inmates.   If the department continued the MAT program without grant funding, they would have to look for an alternative funding source or request additional funds from the General Fund.
