RECOMMENDATION(S):
Recommendation
That the Board of Supervisors:
1. Accept and adopt the Resolution (Attachment 1) authorizing the Chair to sign the Off-Highway Motor Vehicle governing body resolution with the California Department of Parks and Recreation Off-Highway Motor Vehicle Recreation Division for the period of January - December 2026;
2. Authorize the Sheriff, Undersheriff and Deputy Director of Financial and Support Services to execute all the necessary reimbursement claims and future applications, in the name of the County of Humboldt, required by the California Department of Parks and Recreation for participation in the Off-Highway Motor Vehicle program;
3. Authorize the Sheriff, Undersheriff and Deputy Director of Deputy Director of Financial and Support Services to execute all the necessary contracts, agreements, and amendments thereto, in the name of the County of Humboldt, and all other documents required by the California Department of Parks and Recreation for participation in the Off-Highway Motor Vehicle program with approval from County Counsel, Risk Management and County Administrative Office; and
4. Direct the Clerk of the Board to return a signed copy of the governing body resolution to the Humboldt County Sheriff’s Office, Attention Julie Martin for submittal to funding agency.

DISCUSSION:
The Humboldt County Sheriff’s Office (HCSO) has operated an Off-Highway Vehicle (OHV) program since 2000. The OHV program has provided a Deputy Sheriff position for patrol of both the beach and dunes management area, and the beaches to the north and south where off-highway vehicles are heavily used by the public and create a continuing enforcement problem.
For several years this program has been supported in part by grant funds from the California Department of Parks and Recreation OHV Grant Program, pursuant to the Off-Highway Motor Vehicle Act of 2003. The grant allocation (75%) awarded to HCSO for 2026 equals $126,309 plus 25% grant match of $42,103 for a total of $168,412. The performance period is a calendar year January to December 2026.

Narrative Explanation of Financial Impact:
The OHV grant has been supplementing salary, equipment purchases and equipment maintenance since 2008 at 75% grant funds and 25% local match of the total award. A new enclosed trailer has been budgeted as a fixed asset during the budget planning process. The application for this grant had already been submitted requesting grant funds cover the trailer costs. Equipment maintenance is also included at 75% grant funds and will cover expenses related to the new trailer and to maintain existing equipment. The performance period for the grant is a calendar year. For Fiscal Year (FY) 2025-26 a total of $95,900 is included in the adopted budget and the remainder of $72,512 will be budgeted in annual budget cycle for FY 2026-27 for the total grant amount of $168,412.
STAFFING IMPACT:
There is no additional staffing impact as a Deputy Sheriff has been assigned to OHV patrols with grant funds supplementing the salary since 2008.

ALTERNATIVES TO STAFF RECOMMENDATIONS:
The Board could deny the authorization to accept the Off-Highway Motor Vehicle program funds, however, this is not recommended as these funds cover expenses related to the county's off-highway motor vehicle activities. Without this funding HCSO would be forced to curtail or terminate the program.
